Health and Safety Plan July 18, 1994 <br /> Law/Crandall Project Golden Final <br /> 5.2.1 Action Levels <br /> Action levels for the upgrade or down grade of the level of protection is to be based in part on area <br /> air monitoring results as follows: <br /> • PID - > 20 ppm < 60 ppm; PPE upgraded to Level C with half-face <br /> respirator with organic vapor/acid gas cartridges <br /> • PID > 60 ppm < 125 ppm; PPE upgraded to full-face air- <br /> purifying respirator with organic vapor/acid gas cartridges <br /> • PID - > 125 ppm; PPE upgraded to Level B or forced ventilation will be <br /> introduced to lower concentrations. <br /> • Combustibles - > 10 % < 20% of lower explosive limit (LEL); <br /> continuous monitoring will be implemented. <br /> • Combustibles- >20% of the LEL; shut down equipment and evacuate site <br /> until forced ventilation or ambient aeration reduce levels. <br /> • Hydrogen sulfide - 10 ppm; PPE upgraded to Level C with half-face respirator <br /> with acid gas cartridges <br /> • Hydrogen sulfide - > 30 ppm < 50 ppm; PPE upgraded to full- <br /> face air-purifying respirator with acid gas cartridges <br /> • Hydrogen sulfide - > 50 ppm; PPE upgraded to Level B or forced <br /> ventilation will be introduced to lower concentrations. <br /> If the action level is equaled or exceeded, work will stop until the specified action is taken. Air <br /> monitoring will continue to be performed. If the measured concentrations continue to exceed the <br /> action levels, the level of protection necessary for personnel and combustible control measures will <br /> be reevaluated. In extreme cases, a particular operation may be delayed and restarted under new <br /> working safety guidelines or may be abandoned completely. <br /> 14 <br />
