Scotts Ave.
Stockton, CA
The San Joaquin County Environmental Health Department ('EHD) received and
reviewed No Further Action Request (NFAR), dated 19 November 2009, prepared by
your consultant Advanced GeoEnvironmental, Inc. (AGE) for your site at the above-
referenced address. The EHD has discussed this site with the Central Valley Regional
Water Quality Control Board (CVRWQCB) regarding closure concurrence; however, the
CVRWCB is concerned that there may be a potential for vapor emanating from impacted
soil or groundwater that may pose a health risk to the residents of the apartment building
immediately south of monitoring well MW-2. As there are no data points between MW-2,
where the most impacted groundwater monitored occurs, and the apartment building, it
cannot be demonstrated that there is no health risk posed to the residents. To address
this issue, the EHD directs you to submit a work plan to assess the health risk posed by
impacted soil and groundwater to the nearby residents. The EHD recommends collecting
and analyzing soil gas samples between MW-2 and the apartment building for chemicals
of concern and utilize the results to.evaluate the vapor intrusion potential and associated
health risks.
Please submit the work plan to the EHD by 11 January 2010; the work plan will receive
the prompt attention of the EHD. It is the intention of the EHD to move your site to a
NFAR status as rapidly as possible.
