Existing WWTF General Information & Description <br /> Villa Cerezosa Mobile Home Park is located at 12348 N. Hwy. 99, Lodi, CA. The assessor parcel <br /> number is 061-08-016 and is shown on Attachment A. The mobile home park has been in <br /> existence since the 1960's (Attachment B indicates original park layout) and the wastewater <br /> treatment facility has been permitted under San Joaquin County Environmental Health. The <br /> wastewater facility is currently permitted to operate as indicate by San Joaquin County <br /> Environmental Health Permit indicated by Attachment C. Steve Potter is the licensed operator <br /> of the wastewater plant (Grade III wastewater treatment plant operator is shown on <br /> Attachment D). An overview of the mobile home park is shown on Attachment E. The mobile <br /> home park consists of a mix of living units of which are 22 single wide mobile units, 44 double <br /> wide mobile home units, 8 duplexes, and 1 house. <br /> Existing WWTF Description <br /> The wastewater treatment facility has evolved over the years from originally being a septic tank <br /> and leach field system to a primary tank system with polishing filter. The current system has <br /> incoming wastewater flow into a primary settling tank then is pumped into a gravity flowing <br /> bio-filter and then through a temporary sand filter. The effluent from the treatment system <br /> flows by gravity to a series of dry wells. The current concern of the existing process is that the <br /> wastewater process is not operating in a good manner. The existing bio-tower is in much need <br /> of repair for leaks and is not able to process the flow from the primary tanks to an acceptable <br /> treatment level for the dry wells. The modifications that have been made to the waste water <br /> plant are indicated on the drawing shown on Attachment F. <br /> Future Plans for the Wastewater Plant <br /> The owner's of the mobile home park are concerned about the age and current condition of the <br /> wastewater plant. They have requested our firm (EEI /WSD) to come up with a plan to bring <br /> the wastewater plant up to current discharge requirements. Based upon our experience in <br /> providing wastewater plants that will meet current discharge regulations we will be providing <br /> engineering design data for an extended aeration package plant for this project. The package <br /> plant we propose will be similar to the package plant we provided for the West Lane Mobile <br /> Home Park (WDR Order No. 89-234). We propose in our design process to design the required <br /> package plant based on historical wastewater flows. Prior to our involvement with the <br /> wastewater plant there was not an accurate accounting of the average daily flows. To obtain <br /> data for the average daily flows a GFI magnetic flow meter was installed on the effluent gravity <br /> end of the treatment plant. The flows from the treatment plant were logged and are indicated <br /> by Attachment G. In compiling the flow data one issue that occurred was that due to the poor <br /> quality of the treatment plant effluent the flow meter occasionally would plug.
