 v
upon for the fourth quarter, by Mr. Infurna of SJCPHS and Mr. Kloberdanz of WHF. Currently the
quarterly monitoring is on-line and on time.
The last item addressed by Mr. Infurna is the possible destruction of existing monitoring wells as
identified in the work schedule submitted on April 14, 1995, by this office, see Exhibit D attached.
Possible well destruction was addressed in the work plan submitted by this office on October 24,
1994. This activity is addressed in the first paragraph of Section 3.0 titled "Site Work Plan", see
Exhibit E attached. We assumed all of these activities were understood and reasonable based on the
work plan approval letter dated December 1, 1994, authored by Mr. Infurna and endorsed by you.
This letter gave approval but required some detail corrections regarding laboratory detection limits,
witnessing of sampling, executive summary requirements, etc. Nothing was mentioned about the
possible well destruction at that time, see Exhibit F attached.
In the past, WHF has tried to address the issues in a complete, concise manner. This site's
compliance status is very important to Mr. and Mrs. Langston. The letter of May 4, 1995 not only
indicates to our client that the current compliance status is questionable, but also indicates to our
client that WHF is not providing qualified, timely or professional services on their behalf.
Distribution of this letter to the client and to other third parties has the potential to limit WHF's
future opportunities with any of these individuals, or by anyone hearing from these individuals
regarding the contents of the letter. It is very important to WHF that the distribution of this letter be
curtailed and recalled at the earliest possible time. Your cooperation in this matter would be greatly
appreciated.
WHF has provided additional copies, as exhibits, of the items Mr. Infurna indicated he could not
find, or was never supplied him, according to our telephone discussion on May 9, 1995 at 3:45 p.m.
WHF is requesting that an amended letter be written and forwarded Mr. & Mrs. Langston, and the
normal distribution, as well as, a letter of apology to them and WHF for the problems this matter has
caused.
If there are any questions regarding this matter please contact me directly.
Sincerely,
/. 4
W.H. Foxx,, II, President
WHF, Inc., Environmental& Engineering Group
cc: Mr. &Mrs. James M. Langston
Mr. Michael Normoyle, Esq.,Normoyle&Newman
Mr. Terry Hamilton, SEMCO
