Seventh Street <br /> Lathrop, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) provides this response to your questions <br /> regarding our directives and requirements as the lead agency <br /> providing oversight of the investigation and remediation of the <br /> contamination resulting from leaking underground storage tanks at <br /> the above referenced site . <br /> In April 1993 four monitoring wells were installed at this site . <br /> Soil contamination was verified to exist from 15 below grade to <br /> below groundwater. Groundwater sample results indicated benzene <br /> concentrations as high as 17, 000 parts per billion (ppb) in the <br /> groundwater. There are numerous domestic wells within 2000 feet <br /> of this site according to a consultants report . By September <br /> 1994 benzene concentrations in the groundwater had risen to <br /> 31, 000 ppb. With these site conditions PHS/EHD would require <br /> active remediation at the site. <br /> A "Remedial Excavation Work Plan" was submitted to PHS/EHD and it <br /> was approved as an interim remediation activity in December 1994 . <br /> The plan was to excavate approximately 3000 tons of soil . The <br /> work was not scheduled until the end of July 1995 because a <br /> building had to be demolished. <br /> Michael Infurna is the PHS/EHD staff person working on this site. <br /> He was on vacation when the work commenced so I performed the <br /> site inspections for him. On August 3, 1995, trenching to <br /> delineate the extent of contamination was attempted. The soil <br /> was sandy so the trenches collapsed. Bill Fox, WHF Environmental <br /> Consultants, Inc. verbally requested that they proceed with <br /> excavating the former tank pit area since trenching was not <br /> successful . <br /> I was informed that this site was in litigation and that it was <br /> best for all parties to remediate the contamination as quickly as <br /> possible .
