r ORDINANCE NO. 644 AN ORDINANCE REVISING ARTICLE IV "INDUSTRIAL WASTES" OF CHAPTER 14 OF THE MANTECA MUNICIPAL CODE CITY OF THE CITY COUNCIL OF THE C MANTECA DOES ORDAIN AS FOLLOWS: Article IV Chapter 14 of the Manteca Municipal Code is hereby rescinded and replaced by the following SECTION I General Provisions 1 1 Purpose and Polic This Article sets forth uniform requirements for direct and indirect contributors into the Manteca wastewater collection and treatment systems and enables the City to protect its collection and treatment system and to comply with all State and Federal laws The objectives of th,s ordinance are kb a) To prevent the introduction of pollutants into the Manteca wastewater system which will interfere with the operation of the system including the land disposal facilities b) To prevent the introduction of pollutants into the Manteca wastewater system which can pass through the system into receiving waters or the atmosphere or otherwise be incompatible with the system This ordinance shall apply to all persons within the City of Manteca and to persons outside the City who are, by contract or agreement users of the City POTW The Director of Public Works shall administer, implement, and enforce the provisiors of this Article 12 Definitions Unless the context specifically indicates otherwise, the following terms and phrases as used in this Article shall have the meanings hereinafter designated IAuthorized Representative of Industrial User i An authorized representative of an industrial user may be A principle executive officer of at least the level of vice president, a general partner or proprietor, a duly authorized representative of the individual designated above if such representative is responsible for the overall operation of the facilities from which the discharge originates It
