%we N40W
Site Update Repan-3rd Quarter 2009 October 72,2009
Former Canteen Facility
Pa e 2
Dec 2005: Began installation of an upgraded configuration, which included an AS-SVE
skid system, with vapor treatment via thermal/catalytic oxidizer. This configuration
was selected to increase the capacity of the SVE flow rates, and in turn, allow full
operation of all existing SVE wells. With all five SVE wells in operation, AS operations
were increased to facilitate the completion of the site remediation objectives.
an 2006: Operations of the upgraded system were initiated. All five vapor extraction
(VE) wells were put into operation with the newer, larger-capacity equipment.
Sep 2006: The AS-SVE System was shut down pending another Modification
Application to the SJVAPCD. The modification proposed removing the oxidizer unit and
replacing it with granular-activated carbon (GAC) vessels. Each vessel holds a total of
400 lbs of GAC and will be changed-out as necessary.
Nov 2006: Operations of the AS-SVE System with GAC vessel treatment was initiated
on November 8, 2006. Each GAC vessel holds a total of 400 lbs of GAC and will be
changed-out as necessary.
Jan-Mar 2007: AS-SVE operations, with vapor abatement via the GAC vessels,
continued. The system uptime for this quarter was 92.6%.
Aur-Jun 2007: AS-SVE operations, with vapor abatement via the GAC vessels,
continued. The system uptime for this quarter was 93.8%, with minor down-time
awaiting carbon change-outs.
Jul-Sep„ 2007: AS-SVE operations, with vapor abatement via the GAC vessels,
continued. The system uptime for this quarter was 91.4%, with minor down-time
awaiting carbon change-outs.
Oct-07/Feb-08: AS-SVE operations continued with vapor abatement via GAC
vessels. The system uptime for this quarter was 100%. Untreated emissions began
approaching a point where vapor treatment may not be necessary, per San Joaquin
Valley Authority to Construct permit.
Jan-Mar 2008: SJVAPCD gave permission to operate without vapor treatment on the
system. The system uptime for this quarter was 99.3%. The carbon vessels have
been kept on hand in case emissions begin to rise again.
Apr-Jun 2008: SVE System operations have proceeded without vapor treatment.
The system uptime for this quarter was 99.9%.
Jul-Sep 2008: SVE System operations have proceeded without vapor treatment.
Adjustments on UST vapor extraction wells to address residual concentrations revealed
by the Delineation Assessment activities. The system uptime for this quarter was
93.6% due to down-time for rebuilding the AS Compressor.
Oct-Dec 2008: SVE System operations have proceeded without vapor treatment.
The system uptime for this quarter was 98.0%, with one high-level shutoff at the SVE
separator.
Jan-Mar 2009: SVE System operations have proceeded without vapor treatment.
The system uptime for this quarter was 100%, with no shutdowns.
Apr-Jun 2009: SVE System operations have proceeded without vapor treatment.
The system uptime for this quarter was 99.9°/x, with only minor down-time due to
high-temperature alarm on the AS and SVE Systems.
