C. ESTIMATED CLEANUP TIME FOR TARGET OBJECTIVES
Based on estimated initial removal rates and a time-averaged removal rate of 15% of the initial rate,
the following periods for remediation of vadose zone and groundwater media were calculated
Estimated Initial Estimated
Affected Mass Removal Rate Remediation
Media lbs lbs/hr ears
Soil (Vadose) 20,479 208 082
Groundwater 1 162 0 049 1 278
Note * The conservative groundwater clean-up estimate is based solely upon expected diffusion
rates Biodegradation effects were not modeled
Based on the site variables and stated assumptions, the total system operation time required for the
remediation of the site is estimated to be approximately 2 8 years (2 years, 10 months) These
calculations are considered to be somewhat conservative(i e , may overestimate the required period
of remediation) because they do not account for biological degradation of the hydrocarbons
D. ESTIMATED COSTS TO ACHIEVE TARGET OBJECTIVES
The estimated costs to achieve the remediation objectives are based on the capital equipment and
iinstallation cost as well as the operation, monitoring and performance costs which are presented in
the work plans and cost proposals included in Section IX The well installation costs estimated for
the 12 additional AS wells and three (3) additional SVE wells are $37,846 The equipment
procurement and installation costs estimated for this system are $149,335 Operation and
maintenance (O&M) costs are estimated to be $132,771, for the first year Based upon the emissions
concentrations, the annual O&M costs will be revised for subsequent years of operation Operations
costs are expected to drop rapidly after the first year, depending upon the rate of decline in
hydrocarbon concentrations from the SVE System The estimated costs were determined with
respect to the UST Cleanup Fund Cost Guidelines (10/01/01) Representative bids were obtained
when applicable and the following assumptions were maintained
• No equipment replacement costs were included
• Under normal operating conditions,biweekly O&M visits (every 2 weeks)will be performed
on the system
• As long as the monitoring equipment is operating properly, emissions monitoring (with
laboratory analysis) shall only be performed quarterly
• System emissions limitations will be set by the San Joaquin County Air Pollution Control
District
IV-2
