CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> Revised MONITORING AND REPORTING PROGRAM NO. 97-229 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> J.R. SIMPLOT COMPANY LATHROP FACILITY <br /> SAN JOAQUIN COUNTY <br /> The J.R. Simplot Lathrop facility consists of 341 acres of property on Howland Road at Loui <br /> Avenue in the City of Lathrop. J.R. Simplot Company (Discharger) owns and operates a <br /> fertilizer manufacturing plant, one storm water pond, and three Class II surface impoundments <br /> (Figure 1). Groundwater monitoring data collected from monitoring wells downgradient of the <br /> formerly asphalt-lined surface impoundment indicate that past discharges from the waste <br /> management units have resulted in releases of pollutants that have degraded groundwater <br /> quality. Elevated levels of total dissolved solids, consisting primarily of sulfate, sodium, <br /> chloride, nitrate, and ammonia, exceed the concentration limits established by the Water <br /> Quality Objectives for protection of beneficial uses. This pollution has impaired the beneficia <br /> use of the underground water resource. The Discharger has undertaken evaluation monitori <br /> as well as some corrective actions to monitor and re-line the impoundments to meet the liner <br /> requirements in the California Code of Regulations, Title 27, Division 2, Subchapter 3. The <br /> Discharger has performed limited field investigations to delineate lateral and vertical extent of <br /> past releases, and limited excavation of source areas. However, the potential for additional <br /> corrective actions may be warranted based on future monitoring. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes, determA <br /> whether surface impoundments are impacting water quality, and determine whether remediation <br /> efforts are effective. Existing data from the site show the presence of total dissolved solids, <br /> nitrates, sulfates, and ammonia emanating from the property under the control of the <br /> Discharger. The Discharger shall not implement any changes to this MRP unless and until a <br /> revised MRP is issued by the Executive Officer. This revised Monitoring and Reporting <br /> Program supersedes previous MRP No. 97-229. Compliance with this Monitoring and <br /> Reporting Program is ordered by Waste Discharge Requirements (WDRs) Order No. 97-229. <br /> As the owner of the property, J.R. Simplot Company is considered a "person who has discharged, <br /> discharges, or is suspected of having discharged or discharging" waste within the region. J.R. <br /> Simplot Company owns the property where the waste is located and the evidence contained in <br /> the Central Valley Regional Water Quality Control Board (Regional Water Board) files indicates <br /> that the activities at the site produced waste and those wastes are present at the site. In <br /> particular, a leak at the UN-32 tank area, an automobile collision damaging process water piT <br /> and processing equipment failure east of the ammonium sulfate plant have each caused <br /> releases of wastes since 2006. J. R. Simplot submitted a Corrective Action Work Plan and <br /> Evaluation Monitoring Reports and evaluated the pond discharge pump area and underground <br /> piping. J. R. Simplot has also performed field investigations to define the extent of these impacts. <br /> Therefore, J.R. Simplot is required to monitor groundwater, surface water impoundments; the <br /> unsaturated zone, and leachate collection systems as specified in this document. <br /> Compliance with this Monitoring and Reporting Program, and with the companion Standard <br /> Provisions and Reporting Requirements, is ordered by Waste Discharge Requirements Order No. <br />
