Simplot committed to completion of the Evaluation Monitoring <br /> Program, a Construction Quality Assurance Report, a Piping Integrity Report, an Engineering <br /> Feasibility Study, and a Report of Waste Discharge. The Evaluation Monitoring Program <br /> conducted in 2006 demonstrated that groundwater has been degraded as a result of releases <br /> from the piping associated with the Class II surface impoundments. However, the remaining <br /> steps and corrective actions have not been completed. J.R. Simplot must clean up the <br /> groundwater to water quality objectives that restore beneficial uses. This may include removal <br /> of high concentrations of pollutants in soils as well as treatment of groundwater. If it is not <br /> feasible to clean up to background levels, J.R. Simplot must clean up to the lowest level <br /> feasible, and at least to the most stringent water quality objective for each constituent. <br /> Please review the enclosed draft MRP and respond by 3 August 2008 with any comments. If <br /> you prefer, we can arrange a conference call to discuss comments and concerns. Please <br /> provide by 30 July 2008 an amended CAP Work Plan (including a revised QAPP) to address <br /> the implementation of corrective actions and the timeline for completion of the following <br /> outstanding items: <br /> • Construction Quality Assurance Report <br /> • Piping Integrity Report <br /> • Engineering Feasibility Study. <br /> We also request that you prepare a Report of Waste Discharge (ROWD) by 30 August 2008 <br /> in preparation for revision of the Waste Discharge Requirements for this facility. <br /> I look forward to working with you to bring this MRP up to date.
