SIMPLOT, 16777 HOWLAND ROAD, LATHROP, SAN JOAQUIN <br /> COUNTY, CALIFORNIA <br /> The Central Valley Regional Water Quality Control Board (Regional Water Board) staff has <br /> received the Evaluation Monitoring Program Addendum — Source Area Investigation (EMPA) <br /> and Pond Discharge Pump Area and Piping Inspection Report (PDPA-PIR) both dated <br /> 20 June 2007. Regional Water Board staff has prepared comments on the EMPA, the PDA- <br /> PIR as well as comments on three unauthorized releases that have occurred at the J.R. <br /> Simplot site between April 2006 and February 2007. The unauthorized releases include: <br /> 1) A surface release of an unknown quantity of process water to an unlined section of the <br /> property from damage to process piping caused by an automobile accident on <br /> 16 April 2006. <br /> 2) A surface release of an unknown quantity of nitrogen based liquid fertilizer (UN32) from <br /> holes in the bottom of the —2.5 million gallon storage tank, reported to the Regional Water <br /> Board staff on 27 July 2006. <br /> 3) A surface release of approximately 100,000 gallons of a dilute ammonia sulfate solution <br /> from a broken sight glass on a process tank reported on 14 February 2007. <br /> Regional Water Board staff has reviewed the recent investigative activities and spill events at <br /> the J.R. Simplot facility and have discussed these issues with you during several telephone <br /> conversations. Based on our recent correspondence and site visits, Regional Water Board <br /> staff has become increasingly concerned about discharges to groundwater from site <br /> operations. Therefore, J. R.
