Simplot, Lathrop - 2 - 1 August 2007 <br /> San Joaquin County <br /> 2) Integrate recent spills and leak investigations into the current investigation and <br /> remediation strategies for the lined surface impoundments. <br /> 3) Evaluate facility operations and equipment thoroughly for integrity and effectiveness to <br /> prevent future leaks or spills. <br /> Given the Regional Water Board's current understanding of the issues at this site, we have <br /> the following comments regarding site investigation activities. Additional detail is provided in <br /> the attached memo. <br /> To reduce the burden of generating separate reports and/or work plans for the three recent <br /> unauthorized releases at the facility along with the requested Work Plan associated with the <br /> EMPA and the PDPA-PIR, the requested documents can be combined into one document for <br /> the facility. In summary, the due dates for the requested documents are as follows: <br /> 1) A combined Work Plan (see attached memo for details) to determine the extent of soil <br /> and groundwater impacts in the surface impoundment area, the discharge pump area <br /> and the area of the three spill events is due by 12 September 2007. <br /> 2) An Engineering Feasibility Study and Detection Monitoring Program is due by <br /> 10 October 2007 to address monitoring and cleanup of impacted soils and <br /> groundwater in the area of the surface impoundments. <br /> 3) A Corrective Action Plan is due by 9 January 2008 to address cleanup of impacted <br /> soils and groundwater in the area of the surface impoundments. <br /> Technical assistance for completing the requested documents may be provided by <br /> environmental consultants in the private sector. Reports, documents, and plans that contain <br /> engineering, geology, and/or geophysical information must be prepared under the "responsible <br /> charge" of properly licensed (professional) individuals in the State of California (See Sections <br /> 6735, 7835, and 7835.1 of the California Business and Professions Code). This assures the <br /> regulatory agencies of a registered professionals responsibility for preparing accurate <br /> technical documents.
