Simplot Company <br /> 16777 Howland Road <br /> Lathrop, California 95330-0198 <br /> SURFACE RELEASE OF PROCESS WATER FROM CRACKED PROCESS PIPE, J.R. <br /> SIMPLOT, 16777 HOWLAND ROAD, LATHROP, SAN JOAQUIN COUNTY, CALIFORNIA <br /> The Central Valley Regional Water Quality Control Board (Water Board) staff has received <br /> and reviewed the letter dated 27 April 2006 prepared by J.R. Simplot Company for the <br /> reported surface release of process water to an unlined section of soil on the subject property. <br /> The letter follows-up a telephone notification of the release to the Water Board staff on <br /> 17 April 2006. The release occurred from a damaged process pipe that was caused from an <br /> automobile accident during the early morning hours of Sunday, 16 April 2006. The Water <br /> Board staff appreciates the quick response and actions taken by J.R. Simplot to correct the <br /> pipe leak and report the mishaps. Based on our review of your follow-up notification letter and <br /> our 17 April 2006 telephone conversation with you, we have the following comments: <br /> 1) No estimate of flow rate or total volume of leaking process water was given. Please <br /> provide an estimate of the amount of fluid released to the environment. This data <br /> can be used to help assess the actual risk of impact to the underlying groundwater. <br /> 2) No map or figure was given to describe the leak area and the location of where the <br /> water was pumped out or released to the environment. Please provide a map or a <br /> figure that shows these locations. <br /> 3) Based on the excavation and sampling plan described in your letter and provided <br /> that the affected area is localized, we concur with the general excavation plan and <br /> the use of pH as an initial screening tool for the excavation of affected media/soil; <br /> however, for verification and background sampling, please include the collection of <br /> representative media/soil samples (this includes groundwater if encountered) from <br /> the affected area and have them analyzed for the Constituents of Concern as listed <br /> in your Monitoring and Reporting Program No. 97-229 under Section D — Water <br /> Quality Protection Standard, subsection 1 — Constituents of Concern. Please keep <br /> in mind that if the verification results exceed background conditions, you may be <br /> required to perform additional excavation activities in the affected area. <br /> 4) In the last line of text on page 1 of your letter you state: "If the pH is 2 or >2, use <br /> standard procedures for disposing of hazardous waste."We assume that the <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
