Surface Release of Proces 'later from Cracked Process Pipe
J.R. Simplot, Lathrop b S
San Joaquin County - 2 - 8 May 2006
(greater than) sign was a typographical error and that you meant to use the
(less than) sign. If this assumption is not correct please clarify this.
5) Please ensure that all stockpiled media/soils are properly contained/covered,
sampled/analyzed, classified, disposed of or reused and documented as legally
required.
6) Your letter indicates that liquid from the tunnel sumps will be permanently diverted to
the lined ponds. Based on our recent telephone conversation on 4 May 2006, you
stated that the contribution to the lined ponds from the newly diverted liquid from the
tunnel sumps would not significantly contribute a large volume of liquid to the lined
ponds. Please verify that this additional liquid does not increase the load to the
lined ponds beyond their design and/or permitted capacity as stated in your Waste
Discharge Requirements. We will review the significance of this piping change
during our site visit, which has been tentatively scheduled for the week of May 15,
2006.
Upon completion of the remedial work to cleanup the affected material from the unauthorized
release and the new pipe diversion work from the tunnel sumps, please submit to this Water
Board a completion report of all work activities associated with this release no later than
Monday, 14 August 2006 (45 days past your last activity date of June 30, 2006). Please
include in the report a description of all completed work and any required and/or proposed
future work. The report should address our comments 1 - 6 above and include a summary
table of all analytical results. Copies of all associated laboratory reports should be provided in
the appendices. An estimated volume of the release and the total volume of affected material
removed should also be included in the summary table.
If you have any questions regarding this correspondence, please contact me at (916) 464-
4678.
Steven W. Meeks, P.E.
Water Resource Control Engineer
CC: Ms. Margaret Lagorio, San Joaquin County Environmental Health Department,
Stockton, CA
Mr. Alan L. Prouty, J.R. Simplot Company, Boise, ID
Mr. Frank Barone, Glenn Springs Holdings, Inc., Lexington, KY
Mr. Thomas Prevost, Conestoga-Rovers & Associates, Stockton, CA
