NOTICE OF <br />PROPOSED NEGATIVE DECLARATION <br />for <br />RCRA CLOSURE PLAN FOR STORAGE FACILITY AT <br />J.R. Box 198 <br />Lathrop, California 95330 <br />Project Description <br />J.R. Simplot Company (Simplot) has applied for closure <br />(termination) of their hazardous waste facility and interim status <br />document. Simplot has submitted a Closure Plan (Plan) which describes <br />decontamination of their two aboveground 150,000 gallon storage tanks, <br />a 10,000 gallon underground storage tank, collection sumps, and <br />appurtenances. The equipment will be scrapped, reused, or disposed as <br />hazardous waste. Confirmation sampling of the equipment will be done <br />prior to final deposition, in addition to samples collected in nearby <br />soil and concrete to verify no contamination remains. The Plan is <br />available for review at the City of Lathrop, Planning Department, 16775 <br />Howland Road, Lathrop. <br />Approximately 10,000 gallons of washwater and 14 drums of solid <br />material could be generated if repeated decontamination procedures are <br />required. All washwater will be classified as hazardous and <br />transported to a treatment and disposal facility. The washwater will <br />be stored in drums and stored in a temporary plastic lined contaminant <br />area. The drums will be emptied into a vacuum truck for <br />transportation. <br />Environmental samples will be collected at or near all equipment <br />which handled hazardous waste. The contaminant area surrounding the <br />aboveground tanks and sumps will be cleaned and <br />sampled. If decontamination of sumps or the contaminant area is <br />unsuccessful or if soil contamination is detected, the Plan provides <br />for removal of up to 50 cubic yards of material. <br />
