In the event that sampling indicates that more than 50 yards would require removal, the Plan identifies steps that the facility must take. These steps include notification of DTSC, preparation of a workplan to investigate, mitigate, or take other appropriate action, and submittal of workplans, reports, specifications and schedules to DTSC. DTSC must approve the documents prior to any action by the facility. Future actions will require CEQA analysis of the environmental impact of the proposed actions. The goal of closure is to ensure natural background concentrations for soil by comparison to samples from uninfluenced areas. The goal for closure of the equipment is to ensure the equipment has been cleaned to a level that will not pose a health risk. Field activities are scheduled to last eight weeks with disposal of washwater and solids (soils, disposable clothing, etc.) occurring within 90 days. Scrap metal will be removed within four months except one aboveground tank will not be removed until mid-1996. An estimate of 20 truck trips will be required for removal of the hazardous wastes generated during this closure. Project Location This facility and property are owned and operated by J.R. Simplot Company. The project is located at 16777 South Howland Road, Lathrop. The project is located in an industrial corridor of southeastern Lathrop. The facility manufactures and stores agricultural fertilizers. Findings of Significant Effect on Environment The DTSC has determined that the project will not have a significant effect on the environment as the term is defined in the Public Resources Code, Section 21068.
