SIMPLOT <br /> COMPANY, 16777 HOWLAND ROAD, LATHROP, SAN JOAQUIN COUNTY <br /> Enclosed is the draft revised Monitoring and Reporting Program (MRP) for the J.R. Simplot <br /> Company facility, 16777 Howland Road, Lathrop, San Joaquin County. The draft revised MRP <br /> includes monitoring requirements for groundwater, Class II surface impoundments, the <br /> leachate collection and recovery system, the stormwater impoundment, synthetic pond liners, <br /> and unsaturated zone media. <br /> The draft revised MRP incorporates several modifications that were proposed in the draft <br /> prepared 11 February 2005. <br /> • It reduces sampling frequencies for monitoring wells LP-1, LP-2, LP-3, and PW-1-48 to <br /> annually. <br /> • It clarifies the requirements for monitoring and reporting in compliance with Title 27. <br /> • It reduces the number of chemical constituents to be monitored and makes sampling <br /> and analysis requirements the same for all media. <br /> • It includes the concentration limits as proposed by J.R. Simplot in its Corrective Action <br /> Work Plan (CAP Work Plan) dated June 2005. <br /> 1 have made additional changes to the 2005 draft that will necessitate some additional effort <br /> from J.R. Simplot. <br /> • The draft MRP requires that all monitoring, sampling, and analysis be conducted in <br /> accordance with a Sampling and Analysis Plan and Quality Assurance Plan. Currently <br /> the Quality Assurance Project Plan (QAPP) provided in the CAP Work Pian does not <br /> provide protocols for sampling and monitoring of the ponds, leachate, and unsaturated <br /> zone. A revised QAPP is requested in order to include these procedures. <br /> • The draft revised MRP requires J.R. Simplot to demonstrate conclusively on an ongoing <br /> basis whether any of the surface impoundments are continuing to cause a release of <br /> pollutants to groundwater. <br /> • The draft revised MRP requires J.R.
