If improvements referred to herein are not completed prior to the approval of the Final Map, the subdivider shall execute an agreement with the County of San Joaquin insuring the completion of improvements within one (1) year after filing the Final Map. d. The subdivider shall agree to and shall pay users fees for the utility ser- vices from the time the improvements are accepted by the County to the end of the fiscal year, or up to a one (1) year period, as the case may be. e. Edna Court shall be dedicated and improved in compliance with County standards for a 50 foot rural road. f. Koster Road shall be fully improved on subdivision side in compliance with County standards for a 60 foot rural type street. A 10 foot roadway dedication on the subdivided side of Koster Road is required. 2a. Storm drainage shall be contained by a community pond. b. The drainage system shall meet the requirements of the County and provide adequate drainage for the improvements (development) . The acceptance or approval by the County of the drainage system does not relieve the developer (or his engineer) of the responsibility of providing an adequate drainage system. c. A County Service Area shall be formed prior to the consideration of the Final Map to maintain and operate drainage system. 3. Sewage disposal system or methods shall conform to the requirements of the San Joaquin Local Health District. 4. Water system or methods shall conform to the requirements of the San Joaquin Local Health District and the Department of Public Works. 5. A Preliminary Soil Report shall be required. 6. Public utility easements shall be as required by Pacific Gas and Electric Company and all other public utilities. Underground utilities are required. 7.
