Item No. 1
PC: 7-21-88
ZR-88-26
Page 3
STAFF ANALYSIS
PROPERTY HISTORY:
Two previous Zone Reclassifications were approved for the site:
Z-72-94 and Z-76-43 . The first application, approved in October
1972 , rezoned the site from GA-5 to C-1 . The second application,
approved in July 1976, rezoned the site from C-1 to C-RC.
In March 1988 , the property owner submitted a preapplication to
expand the C-RC zoning from one acre to two acres. In its review
ofthe preapplication, the Planning Division reevaluated the
appropriateness of the existing C-RC zoning and concluded that
the vacant one-acre site should be reclassified to GA-40.
Subsequently, the property owner did not submit a formal applica-
tion to expand the C-RC zoning, and the Planning Division ini-
tiated this application.
POLICY CONSIDERATIONS:
General Plan:
Under the County' s Zoning/General Plan Consistency Matrix, the
GA zone is the primary implementation zone for the site ' s
General Plan designation, Agriculture. The Reclassification to
GA-40 will bring the site' s zoning into consistency with its
General Plan designation.
Zoning-
The site is not appropriate for the C-RC zone classification.
The intent of the C-RC zone is:
"The rural center commercial district is intended pri-
marily for application to such rural centers of the County
as Acampo, Banta, Clements, Farmington, and other small
rural residential settlements which have developed at
crossroads in rural areas to permit the establishment of
commercial uses and services which cater primarily to the
needs of rural residents. "
The site is not located in either a designated rural center or
a crossroads rural residential settlement . Staff believes that
the commercial needs of local residents should be provided from
within the Lockeford urban center.
The properties surrounding the site on all four sides are zoned
GA-40. Reclassification to GA-40 would create a uniform zoning
pattern.
