Item No. 1 <br /> PC: 7-21-88 <br /> ZR-88-26 <br /> Page 3 <br /> STAFF ANALYSIS <br /> PROPERTY HISTORY: <br /> Two previous Zone Reclassifications were approved for the site: <br /> Z-72-94 and Z-76-43 . The first application, approved in October <br /> 1972 , rezoned the site from GA-5 to C-1 . The second application, <br /> approved in July 1976, rezoned the site from C-1 to C-RC. <br /> In March 1988 , the property owner submitted a preapplication to <br /> expand the C-RC zoning from one acre to two acres. In its review <br /> ofthe preapplication, the Planning Division reevaluated the <br /> appropriateness of the existing C-RC zoning and concluded that <br /> the vacant one-acre site should be reclassified to GA-40. <br /> Subsequently, the property owner did not submit a formal applica- <br /> tion to expand the C-RC zoning, and the Planning Division ini- <br /> tiated this application. <br /> POLICY CONSIDERATIONS: <br /> General Plan: <br /> Under the County' s Zoning/General Plan Consistency Matrix, the <br /> GA zone is the primary implementation zone for the site ' s <br /> General Plan designation, Agriculture. The Reclassification to <br /> GA-40 will bring the site' s zoning into consistency with its <br /> General Plan designation. <br /> Zoning- <br /> The site is not appropriate for the C-RC zone classification. <br /> The intent of the C-RC zone is: <br /> "The rural center commercial district is intended pri- <br /> marily for application to such rural centers of the County <br /> as Acampo, Banta, Clements, Farmington, and other small <br /> rural residential settlements which have developed at <br /> crossroads in rural areas to permit the establishment of <br /> commercial uses and services which cater primarily to the <br /> needs of rural residents. " <br /> The site is not located in either a designated rural center or <br /> a crossroads rural residential settlement . Staff believes that <br /> the commercial needs of local residents should be provided from <br /> within the Lockeford urban center. <br /> The properties surrounding the site on all four sides are zoned <br /> GA-40. Reclassification to GA-40 would create a uniform zoning <br /> pattern. <br />
