Item No. 1 <br /> PC : 7-21-88 <br /> ZR-88-26 <br /> Page 4 <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The site is surrounded by agricultural uses to the west, east, <br /> and south. The area north of the site contains residences <br /> along the State Route 88 frontage. There is a small commercial <br /> development at the southwest corner of the intersection of <br /> Kettleman Lane and State Route 88. The commercial use consists <br /> of a grocery store with gas pumps and a produce market . <br /> The project site is vacant . Development of the site with com- <br /> mercial uses permissible under the existing C-RC zoning would <br /> detract from the primary function of State Route 88, which is <br /> to provide for an orderly and uncongested movement of large <br /> volumes of traffic through the project vicinity. The <br /> Reclassification to GA-40 would not be expected to result in <br /> developments that would generate a large volume of traffic. <br /> Development of the site under GA-40 zoning would allow the site <br /> to be developed with uses that are compatible with surrounding <br /> agricultural uses. <br /> FACILITIES/SERVICES: <br /> Sewage Disposal, Water Supply, and Storm Drainage: <br /> Service requirements will be reviewed by the Department of <br /> Public Works and the Local Health District once the site is <br /> proposed for development. The Department of Public Works notes <br /> that the site is encumbered by a levee easement along Kettleman <br /> Lane and State Route 88 . The Department notes that the ease- <br /> ment is owned by the Sacramento and San Joaquin Drainage <br /> District and that future work within this area would require a <br /> permit from the Reclamation Board of the State of California. <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> The Environmental Initial Study prepared for ZR-88-26 concluded <br /> that the Reclassification to GA-40 would not have an adverse <br /> effect on the environment . On this basis, a Negative Declaration <br /> has been prepared. <br />
