Item No. 1 PC : 7-21-88 ZR-88-26 Page 4 AREA/NEIGHBORHOOD COMPATIBILITY: Land Use: The site is surrounded by agricultural uses to the west, east, and south. The area north of the site contains residences along the State Route 88 frontage. There is a small commercial development at the southwest corner of the intersection of Kettleman Lane and State Route 88. The commercial use consists of a grocery store with gas pumps and a produce market . The project site is vacant . Development of the site with com- mercial uses permissible under the existing C-RC zoning would detract from the primary function of State Route 88, which is to provide for an orderly and uncongested movement of large volumes of traffic through the project vicinity. The Reclassification to GA-40 would not be expected to result in developments that would generate a large volume of traffic. Development of the site under GA-40 zoning would allow the site to be developed with uses that are compatible with surrounding agricultural uses. FACILITIES/SERVICES: Sewage Disposal, Water Supply, and Storm Drainage: Service requirements will be reviewed by the Department of Public Works and the Local Health District once the site is proposed for development. The Department of Public Works notes that the site is encumbered by a levee easement along Kettleman Lane and State Route 88 . The Department notes that the ease- ment is owned by the Sacramento and San Joaquin Drainage District and that future work within this area would require a permit from the Reclamation Board of the State of California. ENVIRONMENTAL CONSIDERATIONS : The Environmental Initial Study prepared for ZR-88-26 concluded that the Reclassification to GA-40 would not have an adverse effect on the environment . On this basis, a Negative Declaration has been prepared.
