Winn <br /> ------------------------------------------------------------------ <br /> Project Description: <br /> The proposed project is to amend the General Plan designation <br /> of three contiguous parcels totaling 0 . 728 acres from Residential <br /> Low Density to Limited Industrial. The applicant is seeking this <br /> amendment in order to legally continue to utilize the property <br /> for the truck parking portion of his trucking operation. The <br /> present General Plan designation and zoning does , not permit this <br /> type of use, and the property is currently under enforcement pro- <br /> ceedings. The project site is located in the Intermediate Center <br /> of Lockeford as shown on the General Plan on the southwest corner <br /> of Cotton and Hammond Streets. South of the site is the Lockeford <br /> elementary school, and adjacent to the site on the west is a day <br /> care center. <br /> The property has been the subject of other General Plan Map Amend- <br /> ments in the last several years. In 1980 the General Plan desig- <br /> nation was changed from Low Density Residential to High Density <br /> Residential. In 1986 the designation was changed back to Low <br /> Density Residential. <br /> Comments: <br /> Though the southwestern portion of the site is adjacent at once <br /> corner to a small area that is designated Limited Industrial, <br /> this designation appears to be reflecting historic uses on the <br /> property, rather than being based on sound planning principles. <br /> This project constitutes an intrusion of industrial-type uses <br /> into an established residential area. Land use conflicts will <br /> occur between the industrial uses and the residential uses, the <br /> adjacent day care center, and the elementary school to the south. <br /> The underlying project (truck parking) will also present health <br /> and safety hazards for the day care center, elementary school, <br /> and nearby residents. This use will create noise, and fumes, <br /> and will interfere with the day to day operations of the day care <br /> center. <br />
