Additional <br /> information regarding the suitability of using Jahant <br /> Slough for terminal drainage is needed. Protective ease- <br /> ments or buffers should be required to further protect the <br /> Labitat around Jahant Slough. <br /> 13 . a. The proposed project has the potential to degrade the <br /> quality of the environment by introducing homesites into <br /> the undisturbed area of Jahant Slough. The release of <br /> drainage water from the subdivision into Jahant Slough, <br /> and ultimately Jahant Lake , could contain pollutants from <br /> roads and driveways . The Department of Fish and Game has <br /> indicated that besides possessing valley oaks, the Jahant <br /> Slough area has significant wetland habitat . It is <br /> possible that the area may support two species on the <br /> endangered list , the Swainson' s hawk and the giant garter <br /> snake. More information concerning the effect of using <br /> Jahant Slough for terminal drainage needs to be obtained. <br /> Mitigation measures to protect the riparian habitat , which <br /> could include an open-space buffer zone, appear warranted. <br /> 13 . d. There are several identified environmental impacts which <br /> could cause substantial , adverse effects on human beings. <br /> Lodi Linds Airport is immediately south of the proposed <br /> subdivision. The crosswinds runway' s Inner Approach/Climb- <br /> out zone passes over the subdivision. This poses a large <br /> safety concern. In addition, the noise contour for the <br /> crosswinds runway is not known. The 65 db CNEL contour for <br /> the main runway extends into the subdivision. Noise from <br /> State Route 99 is also an issue, as the current and pro- <br /> jected 65 db CNEL contours encompass the eastern lots of <br /> the subdivision. An acoustical study is needed to assess <br /> the extent of the noise impact . <br /> The Lodi Linds Airport is used by cropdusters who have <br /> used improper procedures in the past . The Department of <br /> Health Services discovered soil contamination at the air- <br /> port in 1981 . It has been scheduled for cleanup as a <br /> hazardous waste site. A complete study should be prepared <br /> to assess the level of soil contamination and possible <br /> groundwater contamination by the chemicals identified by <br /> the Department of Health Services. <br /> The proposed subdivision would result in additional traf- <br /> fic volumes . Caltrans has indicated that the traffic will <br /> impact State Route 99 and the Route 99 interchange at <br /> Jahant Road. Caltrans suggests that a traffic analysis be <br /> prepared. <br /> NOTE: On May 28 , 1987 , (under File No. SU-86-10) , the Board of <br /> Supervisors directed that a Limited Environmental Impact <br /> Report be prepared which would focus only on the issues <br /> of ( 1 ) toxics, ( 2 ) airport flight patterns regarding noise <br /> levels, and (3) egress/ingress.
