The proposed subdivision is currently within the Lodi and <br /> Galt School districts . It would appear that a realignment <br /> of school boundaries may be appropriate . These school <br /> districts are currently overcrowded, but they do collect <br /> school fees which partially offset the impact . Develop- <br /> ment of this site will create an additional imbact which <br /> may be significant and unmitigable . <br /> 8 . a. & c . <br /> The proposed subdivision would result in additional traf- <br /> fic volumes estimated at approximately 740 vehicle trips <br /> per day based on 10 trips per day per dwelling. Caltrans <br /> has indicated that the traffic impacts resulting from this <br /> development will impact State Route 99 and the Route 99 <br /> interchange at Jahant Road. Caltrans suggests that a <br /> traffic analysis be prepared. <br /> 8 . b. & d. <br /> Lodi Linds Airport is directly south of the proposed sub- <br /> division. The crosswinds runway passes over the sub- <br /> division. Residential construction within the Inner <br /> Approach/Climbout zone is prohibited. Possible mitigation <br /> measures would be to redesign the subdivision by taking <br /> the Inner Approach/Climbout zone into consideration or to <br /> relocate the project to a more suitable location. <br /> 9 . It is not known whether significant archeological sites <br /> exist on the project site . However, in 1979 , Debby <br /> Hickman, consulting ecologist , in commenting on Draft EIR <br /> No. EIR-79-1 , stated that "it may be wise to further <br /> investigate archeological possibility of the slough area. " <br /> An archeological reconnaissance should be completed. <br /> 12 . a. The project would not be growth inducing or set a prece- <br /> dent, as the General Plan designation is currently Rural <br /> Residential and the zoning is RR-100 . <br /> 12 . b. The project will conflict with the existing airport to the <br /> south. Key areas of concern are safety due to the flight <br /> path over the proposed subdivision and noise. There is <br /> also a potential for conflict between the existing agri- <br /> cultural uses and the planned residential uses, including <br /> aerial spraying, noise, dust, and trespass . Possible <br /> mitigation measures would be to redesign the subdivision <br /> to create buffer areas or to relocate the project to a <br /> more suitable location. <br /> 12 . c . Jahant Slough runs through the project site and is <br /> designated as Conservation on the General Plan. Jahant <br /> Slough runs into Jahant Lake, which is a relatively <br /> undisturbed riparian area. The project proposes to uti- <br /> lize Jahant Slough as a terminal drain, which could affect <br /> water quality and degrade the quality of the habitat in <br /> Environmental Impacts - 3 - (Tract No. 1742 ) <br />
