UP-89-24 OF SAINT NIRANKARI <br /> CHURCH ( C/O IKE RAI ) <br /> ----------------------------------------------------------------- <br /> The proposed project is to establish a 4, 560 square foot church <br /> facility on a . 954 acre parcel . The General Plan designation for <br /> the project site is Low Density Residential and the zoning is <br /> RA.-30 (Residential , 30 , 000 square foot lot minimum ) . RA-30 is not <br /> a consistent implementing zone for the Low Density Residential <br /> designation . However , according to Section 9-5102 ( a ) of the <br /> Planning Title , churches may be conditionally allowed in an RA-30 <br /> zone subject to an approved Use Permit. <br /> Land Use : <br /> The surrounding land use is predominantly residential. Due to <br /> the narrow configuration of the subject parcel , it will be diffi- <br /> cult to fit the church on the parcel and protect the residential <br /> users from the potential impacts of the church . It is indicated <br /> on the site plan that the parcel to the west is vacant. At a <br /> minimum , staff would recommend acquiring this parcel in order to <br /> better accommodate the proposed use and allow greater separation <br /> between the church and nearby residences . The current site plan <br /> cannot be supported by staff . Some of the ordinance requirements <br /> and constraints in utilizing such a narrow site are discussed <br /> below. <br /> Setbacks : <br /> The proposed church is to be located on a long , narrow parcel <br /> which is 66 feet wide and 630 feet deep. The minimum width of <br /> any lot in an RA-30 zone is to be 150 feet. Since the subject <br /> parcel is nonconforming in width , per Section 9-3227 (d ) ( 2 ) , each <br /> required side yard may be reduced in width to 10 percent of the <br /> width of the lot, which would be 6. 6 feet. A 30 foot front and <br /> rear yard setback is req-.ired . <br />
