Development Committee
June 14, 1989
UP-89-24
Page 2
Access/Parking :
Access to the proposed project is provided from Larch Road. A 20-
foot-wide driveway to the parking area is being proposed . The
minimum width of the driveway in order to accommodate two-way
traffic shall be 24 feet. In order to facilitate better access
and circulation , the applicant may want to consider_ locating the
parking area at the front of the parcel.
The number of required parking spaces shall be based on at least
one parking space for each three seats provided in the church
structure . The number of parking spaces shown on the site plan
is adequate for 80 fixed seats .
Landscaping/Fencing :
The applicant is proposing a six-foot-high chain link fence and
gate to enclose the church and parking area . Should the appli-
cant decide to file a full application , he should be aware that a
requirement would be to effectively screen the parking area .
This could be accomplished by means of a solid fence , wall , or a
compact evergreen hedge on all sides adjacent to a residential
use or zone . In addition, a five-foot-wide landscape buffer , as
indicated under #3 of landscape standards , will be required . The
gate must be recessed 10 feet from the property line unless there
is at least 16 feet between the property line and the edge of the
traveled roadway. A decorative gate would be recommended .
The following landscaping standards would be required if a full
application is submitted :
1 . If the parking area is located adjacent to Larch Road , a
ten-foot-wide landscaped planter, excluding curbing and
measured from the Larch Road right-of-way, would be
required . Planters shall include trees spaced no further
than 25 feet apart and may include mounding , shrubbery,
and/or lawn. Planter areas adjacent to entrance drives
shall not block visibility. There shall be clear site
visibility from three to six feet for automobile traffic
at these locations .
2 . Trees shall be planted and maintained at a ratio of one
tree for every eight parking spaces . The trees shall be
planted and distributed in a manner that will ensure at
least 50 percent of the parking area will be shaded within
15 years of establishment.
