It appears that there may not be adequate area to accomplish this requirement under the current design. 4. Tree Standards . Trees shall be a minimum of one-inch cal- iper and fifteen gallons in size at the time of planting and shall be double-staked . The tree type shall be selected from the approved County Tree List. 5 . Planters . Planter areas shall contain , at a minimum , shrubs and/or living groundcover . Each planter area shall be of adequate size for the landscaping proposed and shall have adequate irrigation for that landscaping . Nonliving groundcover such as concrete , rocks , or bark is not permitted. 6. Watering . Details of an automatic and timed sprinkler system shall be shown . 7. Border Materials . All required landscaped areas shall be enclosed by either a concrete curb having a minimum height of six inches or a wooden frame constructed from materials such as railroad ties or other heavy lumber materials which measures no less than six inches in diameter . 8 . All approved landscaping and sprinklers shall be in place prior to issuance of an occupancy permit. Landscaping shall be permanently maintained by the property owner. Flooding : The project site is located within a 100-year flood hazard zone . As such , the church structure would need to be elevated to at least one foot above the 100-year flood elevation or meet flood- proofing standards . The flood elevation is listed at 11 feet NGVD . Services : The applicant is proposing a public water supply, sewage disposal by septic tank, and on-site drainage . The Department of Public Works and the Local Health District will comment on whether full public services are necessary. Under the County development requirements , full public services can be required . At a minimum a "will-serve" letter from the City of Tracy concerning the water supply will be required as part of the full application .
