A minimum five-foot-wide planter strip, excluding curbing , <br /> shall be planted along the eastern and western edge of the <br /> parking area . It appears that there may not be adequate <br /> area to accomplish this requirement under the current <br /> design. <br /> 4. Tree Standards . Trees shall be a minimum of one-inch cal- <br /> iper and fifteen gallons in size at the time of planting <br /> and shall be double-staked . The tree type shall be <br /> selected from the approved County Tree List. <br /> 5 . Planters . Planter areas shall contain , at a minimum , <br /> shrubs and/or living groundcover . Each planter area <br /> shall be of adequate size for the landscaping proposed <br /> and shall have adequate irrigation for that landscaping . <br /> Nonliving groundcover such as concrete , rocks , or bark is <br /> not permitted. <br /> 6. Watering . Details of an automatic and timed sprinkler <br /> system shall be shown . <br /> 7. Border Materials . All required landscaped areas shall be <br /> enclosed by either a concrete curb having a minimum height <br /> of six inches or a wooden frame constructed from materials <br /> such as railroad ties or other heavy lumber materials <br /> which measures no less than six inches in diameter . <br /> 8 . All approved landscaping and sprinklers shall be in place <br /> prior to issuance of an occupancy permit. Landscaping <br /> shall be permanently maintained by the property owner. <br /> Flooding : <br /> The project site is located within a 100-year flood hazard zone . <br /> As such , the church structure would need to be elevated to at <br /> least one foot above the 100-year flood elevation or meet flood- <br /> proofing standards . The flood elevation is listed at 11 feet <br /> NGVD . <br /> Services : <br /> The applicant is proposing a public water supply, sewage disposal <br /> by septic tank, and on-site drainage . The Department of Public <br /> Works and the Local Health District will comment on whether full <br /> public services are necessary. Under the County development <br /> requirements , full public services can be required . At a minimum <br /> a "will-serve" letter from the City of Tracy concerning the water <br /> supply will be required as part of the full application . <br />
