The proposals are <br /> clearly in conflict with the Urban Growth and Development Goals <br /> and Policies of the City ' s General Plan as well as with San <br /> Joaquin County' s recently adopted "Development Policies" . <br /> Measure F, the November 6 , 1986 ballot initiative, returned the <br /> proposed project site to the planning jurisdiction of the City of <br /> Stockton. This ballot measure, along with five other North <br /> Stockton growth initiatives , was approved by City voters with the <br /> understanding that subsequent development would occur only after <br /> all necessary City approvals were obtained, including: General <br /> Plan amendment, prezoning, annexation , Use Permit, and confor- <br /> mance to the Hammer Lane Specific Plan. <br /> In regard to the environmental documentation for the proposed <br /> project, it is our position that the project may generate, or be <br /> subject to, several potentially significant environmental impacts <br /> or factors which require further assessment and discussion of <br /> mitigation measures and alternatives as well as an analysis of <br /> cumulative effects in a full Environmental Impact Report (EIR) . <br /> The California Environmental Quality Act (CEQA) Guidelines <br /> (Section 15064) specify that: <br /> When a Lead Agency determines that there is substantial <br /> evidence that a project may have a significant effect <br /> on the environment, the agency shall prepare a draft <br /> EIR. <br /> Therefore, approval of a Negative Declaration would be <br /> inappropriate and contrary to the requirements of CEQA. The EIR <br /> should address , but not be limited to, the following issues : <br /> "STOCKTON...CALIFORNIA'S SUNRISE SEAPORT" <br />
