County Planning Commission <br /> May 29, 1987 <br /> Page 2 <br /> • Conflict with City and County General Plan Development Policies <br /> This proposal would conflict with the following City goal <br /> and policies related to development on its fringes : <br /> GOAL: To maximize tax dollar efficiency and provide an <br /> equitable level of services to all City residents by guiding <br /> new growth to more efficiently utilize existing service <br /> networks , thereby preventing urban sprawl and the wasteful <br /> use of land. <br /> POLICIES: <br /> 1 . Discourage inefficient external growth by phasing <br /> fringe development in an orderly fashion which promotes <br /> the efficient operation of the urban system and a <br /> quality environment . <br /> 2 . Vacant lands already served by municipal services shall <br /> receive development priority over vacant unserved <br /> lands . <br /> 3 . Encourage urban development to locate in such a way <br /> that the urban service delivery systems can be expanded <br /> in a fiscally environmentally sound manner. <br /> 4 . Urban services shall be provided only to those areas <br /> designated for urban development on the General Plan <br /> map. <br /> 5 . Land should be annexed only where it is served or may <br /> be readily served by municipal service networks . <br /> 6 . A "master plan" for circulation networks must be <br /> developed prior to approving new development in the <br /> urban fringe. <br /> The proposal also conflicts with the County' s Development <br /> Policies for areas adjacent to urban centers with incor- <br /> porated areas which recommend as follows: <br /> WATER Public system by existing agency. <br /> SEWAGE Public treatment plant by existing <br /> DISPOSAL agency. Permit some industrial <br /> areas , with limited uses, on septic <br /> tanks. <br /> DRAINAGE Public terminal drainage system <br /> approved by County Public Works. <br />
