Item No . <br /> PC : 7-2-87 <br /> VR-86-5/UP-86-6 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> The County Planning Division has been involved with the Christian <br /> Life Center project - on an on-again, off-again basis - for more <br /> than two years . The first project consultation took place in <br /> April 1985 with a preapplication conference . At that time, the <br /> Planning Division informed the applicant that a traffic study <br /> would be necessary to address adverse project impacts on the <br /> local and State transportation system. The next significant con- <br /> sultation did not occur until the end of June 1986, when the <br /> traffic report and formal applications were submitted to the <br /> Planning Division. The Planning Division completed its prelimi- <br /> nary project and environmental reviews for the applications sub- <br /> mitted and then informed the applicant , in August 1986 , that <br /> additional information would have to be provided before the <br /> Planning Division could consider recommending a Negative <br /> Declaration as the environmental documentation for the project . <br /> No additional information was submitted until May 1987 . In the <br /> time that lapsed in the period between August 1986 and May 1987, <br /> the development outlook in the project vicinity changed dramati- <br /> cally. In the November 1986 general election, voters authorized <br /> the City of Stockton to assume land use planning jurisdiction <br /> over approximately 3 , 500 acres of land located in the unincor- <br /> porated County. The owners of the property involved in the elec- <br /> tion had asked the City Council to place the ballot measures <br /> before City of Stockton voters so that their properties , osten- <br /> sibly, could be developed with urban uses and receive the benefit <br /> Of City public services for sewage disposal , water supply, and <br /> storm drainage. Two of the approved ballot measures - containing <br /> a total of 650 acres - are located in the project vicinity. One <br /> measure includes 520 acres located along both sides of Morada <br /> Lane, between State Route 99 and the Southern Pacific Railroad <br /> tracks. The second approved ballot measure, Measure H, con- <br /> taining 130 acres, includes the Christian Life Center site . Also <br /> approved in Measure H is a 65-acre area located on the south side <br /> of Hammer Lane, directly opposite the Christian Life Center site . <br /> A 65-acre site was contemplated for expansion at the existing <br /> Stockton Auto Center, which developed within the City of Stockton <br /> and is provided with public City services . The November 1986 <br /> election was followed by three important events : <br /> 1 . The City of Stockton commissioned cumulative traffic impact <br /> and fiscal impact studies to identify problems and solutions <br /> for the development that is now foreseeable in the Stockton <br /> area. <br />
