These concerns are based on the <br /> magnitude of the proposed use, the site ' s proximity to the City <br /> of Stockton, and the project ' s timing relative to other fore- <br /> seeable projects in the vicinity. <br /> Site access is proposed on both Hammer Lane and State Route 99 <br /> West Frontage Road. The project will generate large volumes of <br /> traffic over the local and State transportation network. <br /> Therefore, as can be expected, the traffic issue has been a <br /> second major concern of commenting public agencies. <br />
