Development Committee <br /> July 12 , 1989 <br /> GP-89-21 and ZR-89-27 <br /> Page 2 <br /> ANALYSIS OF ISSUES : Several informal discussions addressing <br /> major issues for this project and vicinity have already occurred <br /> prior to this Development Committee date . These are discussed in <br /> greater detail as follows : <br /> A. Scope of Review/Study Area Boundaries ( see attached map ) - <br /> Although staff does not recommend expanding the boundaries of <br /> this application beyond the 125 acre parcel; environmental, <br /> traffic, land use , and service issues will examine a larger <br /> area as shown on the attached map. This "cumulative impact" <br /> study area was discussed with the applicant at a separate <br /> meeting on June 15 , 1989 . Further, this expanded review area <br /> will encompass 2 review levels . A level 1 or detailed level <br /> of analysis will be required within the boundaries of the <br /> identified industrial study area and a regional or more tra- <br /> ditional cumulative impact level of analysis will be required <br /> for the area identified a level 2 . It is anticipated that <br /> the primary thrust of this cumulative analysis will be circu- <br /> lation and infrastructure . If , however, after the Initial <br /> Study and scoping process have been completed other pertinent <br /> issues are identified, these may be included as well. Air <br /> quality analysis is a likely candidate for a level 1 review <br /> within the boundaries of the industrial study area. <br /> B. Circulation - Improvements to both of the interchanges for <br /> Patterson Pass Load at I-250 and I-580 will be required . <br /> Scope and timing of these interchange improvements as well as <br /> widening of and improvements to Shulte Road and Patterson Pass <br /> Road will be detailed by Caltrans and the County Department <br /> of Public Works . It is critical that any required traffic <br /> analysis and PSR ' s be coordinated with the preparation of the <br /> EIR for the GPA/ZR. Otherwise, there may be significant lag <br /> times between actions on Planning Department applications and <br /> the requirements of these other agencies . In other words , <br /> you may have a decision on the GPA/ZR, but be stalled from <br /> going forward with the project until the requirements of <br /> these agencies have been completed . <br /> C. Timing - Timing has been identified as a critical element to <br /> the success of this project by the applicant. For this rea- <br /> son a schedule estimating optimum processing dates has been <br /> included. This time schedule or calendar is for purposes of <br /> discussion only since it relies not only on the ability of <br /> the applicant to supply in a timely manner all required fees <br /> and information, but the full and timely cooperation of all <br /> responsible and trustee agencies involved in the project. <br /> Concerns regarding the overlapping requirements and time <br />
