` ATTACHMENT G, CONTINUED <br /> GP-89-21 <br /> Any individual Use Permits applied for under this General Plan <br /> Amendment will undergo separate environmental review. It <br /> should be noted that if the Safeway warehouse facility does <br /> not become the major owner in the business park, and instead <br /> a higher traffic generating industrial use applies for a Use <br /> Permit, additional transportation improvements beyond those <br /> already identified may be required to ensure that LOS C <br /> conditions are met on all nearby roadways and at all <br /> intersections . <br /> The project proponent of the planned business park will be <br /> required to receive approvals by three separate State <br /> agencies: Caltrans will require funding by the developer of <br /> any needed Project Study Reports and specific freeway <br /> improvements; the State Water Quality Control Board will <br /> require an approved discharge permit for the proposed <br /> wastewater treatment and disposal system, as well as the storm <br /> drainage system; and the State Department of Fish and Game <br /> will require the developer to fund preparation of a Habitat <br /> Conservation Plan for the San Joaquin kit fox or otherwise <br /> mitigate impacts due to the loss of foraging habitat. <br /> Finally, the project proponent for these properties shall be <br /> required to formally participate in any joint planning program <br /> to prepare a West Tracy Area Plan, if such a program is <br /> initiated by the City of Tracy and the County within the next <br /> two years. The developer, as well as the individual business <br /> park tenants or owners, will be required to participate in <br /> any future benefit or assessment district, or other funding <br /> mechanism, which may be established as implementation of a <br /> West Tracy Area Plan or Specific Plan. Under any future <br /> financing district, the developer of this project will be <br /> given credit for any infrastructure improvements that are <br /> constructed, provided such improvements are included in the <br /> capital improvement program of the adopted plan (s) . <br />
