Obviously, this area has a <br /> severe flooding problem/potential . <br /> The National Flood Insurance Program does not regulate <br /> recreational vehicles. However, the regulations require the com-- <br /> munity to review proposed developments to ensure they are con- <br /> sistent with the need to minimize flood damage and that all <br /> public utilities and facilities such as sewer, gas, electrical <br /> and water systems are located and constructed to minimize or eli- <br /> minate flood damage ( Section 60 . 3 (a) ( 4 ) ) .
