4.1.2 FIRE DEPARTMENT <br /> AEI contacted the San Joaquin County Office of Emergency Services (SJCOES) for information <br /> on the subject property and the Spreckels Sugar Company in order to identify any evidence of <br /> previous or current hazardous material usage. <br /> According to the SJCOES, no Risk Management Plans exist for the subject property or the <br /> Spreckels Sugar Company. However, Hazardous Materials Management Program (HMMP) <br /> documents exist for the subject property, related to former occupancy by Advanced Packaging <br /> and Distribution Specialists, Inc. The HMMP account for Advanced Packaging and Distribution <br /> Specialists, Inc. was created in 1999, and remains active. Due to the fact that materials and/or <br /> processes used at Advanced Packaging and Distribution Specialists, Inc. were trade secrets, the <br /> HMMP files were not available for public viewing. Therefore, AEI was unable to review an <br /> inventory of hazardous materials formerly used and/or stored at the subject property. <br /> Additionally, a Hazardous Materials Incident Report was on file at the SJCOES, in relation to the <br /> Spreckels Sugar Company. According to the incident report, in 1993, a release of sulfur dioxide <br /> gas occurred from a pinhole leak in the system piping. The system was shut down, and the leak <br /> was corrected. It does not appear that this incident occurred on the subject property. <br /> Regardless, based on the corrective action completed, the nature of the material released, and <br /> the one-time nature of the release, this release is not expected to represent a significant <br /> environmental concern. <br /> Refer to Sections 4.1.1, 4.1.7, and 5.1 for further discussion of the former Spreckels Sugar <br /> Company. <br /> 4.1.3 BUILDING DEPARTMENT <br /> AEI visited the City of Manteca Community Development Department Building Division <br /> (CMCDDBD) for information on the subject property in order to identify historical tenants and <br /> property use. <br /> According to the CMCDDBD representative, Mr. Rick Caguiat, the permit history for the subject <br /> property would be subsequently sent to AEI via email. AEI attempted to follow up with Mr. <br /> Caguiat via telephone. However, as of this writing, no response has been received from the <br /> CMCDDBD, and AEI has not received the permit history. Upon receiving pertinent information <br /> in connection with the subject property, AEI will immediately issue an addendum to this report <br /> if items of environmental concern are identified. However, based on the quality of information <br /> obtained from other sources, this limitation is not expected to significantly alter the findings of <br /> this investigation. <br /> 4.1.4 PLANNING DEPARTMENT <br /> AEI visited the City of Manteca Community Development Department Planning Division <br /> (CMCDDPD) for information on the subject property in order to identify AULs associated with <br /> the subject property. <br /> No information indicating the existence of AULs was on file for the subject property with the <br /> CMCDDPD. <br /> Project No. 297376 AE1 <br /> June 22, 2011 <br /> Page 11 ConSUIta11tS <br />
