4.1.5 COUNTY ASSESSOR OFFICE <br /> AEI contacted the San Joaquin County Assessor's Office (SJCAO) for information on the subject <br /> property. <br /> According to the SJCAO, the APN for the subject property is 221-250-05, and the subject <br /> property totals 27.84 acres. <br /> A copy of the Assessor's Parcel Map is included in Appendix D. <br /> 4.1.6 DEPARTMENT OF OIL AND GAS <br /> The California Department of Conservation, Division of Oil, Gas and Geothermal Resources <br /> (DOGGR) maps concerning the subject property and nearby properties were reviewed. DOGGR <br /> maps contain information regarding oil and gas development. <br /> According to the DOGGR map, there are no oil or gas wells on or within 500 feet of the subject <br /> property. However, the DOGGR map indicated the presence of an oil or gas well within <br /> approximately 1,000 feet of the subject property, located on the north adjacent property. Based <br /> on the relative distance from the subject property, this well is not expected to represent a <br /> significant environmental concern. <br /> 4.1.7 OTHER AGENCIES SEARCHED <br /> AEI contacted the Regional Water Quality Control Board (RWQCB) for information concerning <br /> the subject property and the former Spreckels Sugar Company Facility. Files at the RWQCB <br /> may contain information regarding hazardous materials storage, as well as information <br /> regarding unauthorized releases of petroleum hydrocarbons or other contaminants that may <br /> affect the soil or groundwater in the area. <br /> According to files reviewed at the RWQCB, the subject property was previously part of the <br /> former Spreckels Sugar Company's beet sugar processing/sugar extraction plant, also known as <br /> the Manteca Sugar Factory. The beet sugar processing plant was originally developed in 1917 <br /> by the Spreckels Sugar Company. This facility operated with unlined wastewater ponds (typical <br /> of other beet sugar plants) that contaminated groundwater with elevated TDS, bicarbonate, <br /> calcium, chloride, nitrate, sodium, and sulfate. In addition to the wastewater ponds, additional <br /> features located on the former Spreckels Sugar site included lime ponds, mud ponds, <br /> aboveground and underground fuel storage tanks, cooling towers, disposal areas, cattle feed <br /> lots, railroad tracks, five septic systems, orchards and crop land. The majority of these features <br /> were located north and northwest of the subject property. The on-site operations of the facility <br /> were discontinued in 1995. The former plant building, which was located approximately 1,500 <br /> feet northwest of the subject property, was also demolished in 1995. The former Spreckels <br /> Sugar site was bound to the north by Yosemite Avenue, to the south by California State <br /> Highway 120 Bypass, to the west by Spreckels Road, and to the east by California State <br /> Highway 99. See Figure 1: Site Location Map for visual reference. <br /> According to information obtained from a report entitled, 2"' Semi Annual 2004 Groundwater <br /> Monitoring Report Former Spreckels Sugar Plant No. 2, 18800 South Spreckels Road, Manteca, <br /> California (WDR Order #R5-2003-0024) by Kleinfelder Inc. (Kleinfelder) and dated March 9, <br /> 2005, sugar beets were transported from the farm areas of the former Spreckels Sugar site to <br /> the processing plant via trucks and railcar. The site utilized an underground beet flume, which <br /> utilized water to transport the beets from the unloading area to the factory.
