Stockton Unified School District <br /> Geologicai and Environmental Hazards Assessment <br /> CSU-Stanislaus, Stockton Campus School Site <br /> Page 6 <br /> ASTM 3.3.43 Visually and/or physically observed-- During a site visit pursuant to Practice E 1528, or <br /> L,, pursuant to this practice, this term means observations made by vision while walking through a property <br /> and the structures located on it and observations made by the sense of smell, particularly observations of <br /> noxious or foul odors. The term "walking through" is not meant to imply that disabled persons who <br /> cannot physically walk may not conduct a site visit; they may do so by the means at their disposal for <br /> moving through the property and the structures located on it. <br /> V 1.4 LIMITATIONS AND EXCEPTIONS <br /> Condor performed this environmental assessment in accordance with the guidelines set forth in the ASTM <br /> E 1527-00 Standard Practice for Environmental Site Assessments: Phase I Environmental Site <br /> ,,,, Assessment Process. This ASTM Phase I ESA is thorough, but it is not intended to identify all potential <br /> concerns or to eliminate all risk of the subject property(ies) bearing some degree of environmental <br /> liability. Condor cannot and will not warrant or certify that the site is free of contaminants because it is <br /> impossible to know if such a condition exists. Although risks can never be eliminated, more detailed and <br /> extensive investigations yield more information. This information may help you better manage your risks. <br /> Such detailed services involve greater expense. We ask our clients to participate in identifying the level of <br /> service that will provide them with an acceptable level of risk. Please contact Condor personnel <br /> responsible for this report if you would like to discuss this risk issue in greater detail. <br /> The scope of this project was presented in our work order agreement and contract number 3638 dated <br /> +-� May 1, 2002, and subsequently approved by the District via a purchase order dated May 10, 2002. The <br /> scope of work for this report is intended to provide an appropriate inquiry into previous ownership and <br /> uses of the property to help in partially satisfying the innocent landowner defense to CERCLA' liability <br /> �.. and to document those conditions discovered during the inquiry that are "potential environmental <br /> conditions that could materially impact the operation of the business associated with the parcel of <br /> commercial real estate" (ASTM Standard E 1527-00, Section 5.5). The scope of work for this project was <br /> limited to a qualitative evaluation of environmental concerns associated with the potential presence of <br /> hazardous materials in conjunction with current and previous activities on the site and did not include <br /> other services that are not described in this report. Specifically excluded from the scope of work are (1) <br /> L. the evaluation of the site for the presence of asbestos, radon, and lead-based paint, (2) a survey of the site <br /> for wetlands or rare and endangered species, (3)a survey of the site for historical or cultural resources, (4) <br /> permitted uses of the site, and (5) research into the title history of the site. <br /> Condor has completed the ASTM Phase I ESA, as an environmental professional, in accordance with the <br /> ASTM guidelines and with the customary state of the practice and the prevailing standard of care for <br /> completing such assessments in California at this time. Condor shall not be subject to any express or <br /> implied warranties whatsoever. <br /> The property owner is solely responsible for notifying all governmental agencies and the public at large of <br /> L. the existence, release, treatment, or disposal of any hazardous materials observed at the site, either before <br /> or during performance of Condor's services. Condor assumes no responsibility or liability whatsoever for <br /> any claim, loss of property value, damage, or injury which results from pre-existing hazardous materials <br /> being encountered or present on the site, or from the discovery of such hazardous materials. <br /> This report and other instruments or service are prepared and made available for the sole use of the <br /> officers and representatives of the District. The contents thereof may not be used or relied upon by any <br /> other person(s)without the express written consent and authorization of the District. <br /> 4M <br /> is <br /> CONDOR <br />
