Stockton Unified Schooi District <br /> Geological and Environmental Hazards Assessment <br /> CSU-Stanislaus,Stockton Campus School Site <br /> Page 10 <br /> Subsequent to the submittal of Condor's report dated January 11, 2002, a further review of the <br /> Department of Water Resources (DWR) records used for the SRS was conducted. The additional review <br /> indicated that one of the abandoned water wells, as referenced in the SRS (denoted as Stockton State <br /> Hospital Well #2), was installed in 1937 and was located in the general vicinity of the UST site. The <br /> `r DWR records showed that Well #2 was eventually abandoned in 1993 and was located approximately 400 <br /> feet southwest of an old gas well. The DWR records also indicated an old gas well dating back to 1889, <br /> was also located on the former State Insane Asylum parcel. This well produced gas at approximately <br /> 2,500 cubic feet per twenty-four hours and water at approximately 90 gallons per minute, according to the <br /> DWR records_ DWR records are not available for public viewing and were thus not included in this <br /> report. <br /> In the January 11, 2002 report, Condor recommended quarterly monitoring of MW-1, MW-2, and MW-3, <br /> additional shallow and deep groundwater investigation in the down-gradient direction (east) of the source <br /> area, and over-excavation of the former tank site down to the saturated zone at a depth of approximately <br /> 38 feet to remove approximately 1,800 cubic yards of hydrocarbon contaminated soil from vadose zone in <br /> the source area. In a letter dated April 26, 2002, the SJCEHD concurred with the Condor <br /> recommendations regarding quarterly monitoring and additional groundwater investigation but disagreed <br /> with the recommendation for soil over-excavation. Instead, the SJCEHD requested that a work plan be <br /> submitted describing additional groundwater investigation and that the work plan include a remedial <br /> feasibility study that evaluates at least two feasible remedial approaches for the site. Condor is currently <br /> preparing the work plan and remedial feasibility study. <br /> 3.4 VALUATION REDUCTION FOR ENVIRONMENTAL ISSUES <br /> &. <br /> No valuation reduction for environmental issues was revealed by the property owner or site manager. <br /> 3.5 OWNER,PROPERTY MANAGER,AND OCCUPANT INFORMATION <br /> The current property owner of APN 139-210-04 is the State of California. Grupe Commercial Company <br /> (Grupe) is the site manager for the State of California. Mr. Patrick Meunier, Mr. Raymond Thatcher, and <br /> Ms. Jane Goss of Grupe were interviewed. Mr. Raymond Thatcher and Ms. Jane Goss completed the Site <br /> Inspection Questionnaire. <br /> w.. <br /> 3.6 REASON FOR PERFORMING PHASE I <br /> The reason for performing this Phase I ESA and Geological and Environmental Hazards Assessment is to <br /> investigate the environmental conditions of the property before improving the site for a proposed <br /> elementary school. <br /> 3.7 OTHER <br /> M None noted. <br /> 4.0 RECORDS REVIEW <br /> 4.1 STANDARD ENVIRONMENTAL RECORD SOURCES <br /> The databases included in the records review are listed in Section 1.2.1.3.More than 80 locations were <br /> L identified in the ASTM specified databases within the specified search radii and are included in Appendix_ <br /> B.
