The databases specified by ASTM are commonly subject to infrequent and partial updating. This is <br /> especially true of those locations that no longer warrant inclusion in a given database. It is therefore not <br /> unusual to fail to find supporting documentation for locations identified in the ASTM specified-database <br /> search on file with local regulatory agencies. <br /> 510 E. Magnolia Street was identified as an ERNS and a RCRA Small Generator database location. The <br /> address for the entire parcel (APN 139-210-04) of which the site is only a portion '' <br /> 510 E. Magnolia <br /> :_Street. Northern and western portions of this approximately 103-acre parcel extend more than 118 mile <br /> iF .from the site. Therefore, it is misleading when viewing Figure 1 of Appendix B that there are no.ERNS <br /> k.and RCRA Small Generator points located within the 118-mile search radius, when in fact the site itself is <br /> .identified by each of these databases. Thus, the ERNS and RCRA Small Generator database information <br /> is included with the 1/8-mile radius search. <br /> 4.2 ADDITIONAL ENVIRONMENTAL RECORD SOURCES <br /> 4.2.1 San .Joaquin County Environmental Health Department. <br /> Eighteen addresses for properties were submitted to the San Joaquin County Environmental Health <br /> Division (EHD) and the non-confidential portions of their files were;researched. EHD provided files for <br /> eight of the 18 submitted properties identified in the government database search. The records for off-site <br /> properties were selected for review based on proximity to the site, Condor's familiarity with specific sites, <br /> and/or location with respect to the reported groundwater;gradient in the area. The of'site property files <br /> reviewed by Condor are identified below. <br /> �i <br /> Of the reviewed properties identified on the governmental database, four addresses are related to the site. <br /> These addresses also share APN 139-210-04 with the site. The addresses are as follows: 510 Magnolia <br /> ' Street, 1252 Stanislaus Street, 1202 N. American Street (no files were provided for this address), and <br /> 802 E. Flora Street (a CALFID database location). Several of the reviewed files contained information <br /> indicating that the groundwater flow directions are. east and northeast. The properties are listed by <br /> distance and direction below. <br /> 510 Magnolia Street/1252 Stanislaus Street is the location of the Stockton Developmental <br /> Center/WorldCom/MCl/CSU Stanislaus-Stockton Campus.. Condor's review of the <br /> regulatory files for this parcel indicates that several projects have transpired over time. In 1985, a <br /> portion of the parcel was designated for hazardous wastes, polychlorinated;biphenyls (PBCs), <br /> which were used in electrical transformers. This substance is no longer used on the parcel and <br /> there were no reported incidents related to its use. The parcel had 13 underground storage tanks <br /> (USTs) in the past, according to information in the file; twelve of the USTs were reported to have <br /> been removed between 1987 and 1998. Condor has numbered the tanks according to the system <br /> set forth in the EHD files for identification. Tank 43 was closed in place with a "no further <br /> action" letter issued and is located north of the site. The file pertaining to Tank#10, located along <br /> the eastern boundary of the site, indicated the need of further study due to soil contamination <br /> from diesel-range petroleum hydrocarbons. A 2002 groundwater report indicated that the <br /> groundwater flow direction is to the east. Because the former location of Tank 910 with <br /> identifiable soil and groundwater contamination is on the site property, it appears to pose a <br /> possible risk to the site. <br /> • 748 Union Street is the location of Santa Fe Railroad/Burlington Northern Santa <br /> Fe/Atchison Topeka & Santa Fe Railroad Company, which is approximately 900 feet east of <br /> the site.
