LW
Stockton Unified School District
Geological and Environmental Hazards Assessment
CSU-Stanislaus,Stockton Campus School Site
`+ - Page 22
7.0 ADDITIONAL SERVICES
w- 7.1 CALIFORNIA EDUCATION AND PUBLIC RESOURCES CODE REQUIREMENTS
7.1.1 Hazardous Air Emissions Within '/Mile of the Site
. Condor requested the San Joaquin Valley Air Pollution Control District(SJVAPCD) review their records
to identify facilities within 'A mile of the site that may produce hazardous air emissions. The area
encompassed in the search is shown in Figure 4. Appendix A. SJVAPCD had one record, a Permit to
Operate, issued to the California State University located at 1225 North Stanislaus Street.
The facility location is 1208 North State Street and the equipment description is as follows:
Boiler 43; Boiler 92; 1,000-gallon gasoline AST with a dispensing nozzle; Diesel fired engine #1;
Diesel fired engine 42 and; Diesel fired engine 43
SJVAPCD report is located in Appendix G.
7.1.2 Existing and Proposed Airports Within Two Nautical Miles of the Site
w.
There appears to be no existing or proposed airports within two nautical miles of the site (Figure 4,
Appendix A).
Lo 7.1.3 High Voltage Power Lines,Gas Lines/Wells,and Railroad Tracks Within '/4 Mile of the Site
Based on review of topographic maps, aerial photos, and the site reconnaissance, railroad tracks are
,y located approximately 400 feet east of the site; fiber-optic cable parallels the tracks to the east. High
voltage power lines were not visible during the site reconnaissance, but are assumed to be located
underground extending from the on-site PG&E distribution center to the off-site utility pole located on the
Lo eastern adjacent property.
The Office of State Fire Marshal, Pipeline Safety Program was contacted regarding pipelines in the
vicinity of the site. No pipelines under the State Fire Marshal's jurisdiction were identified within the '/4-
- mile radius. Pacific Gas & Electric (PG&E) was contacted for gas lines in the vicinity of the site.
According to their provided maps, a 2-inch plastic line traverses the south side of E. Park street and has a
'/2-inch plastic line that enters the site property from the south, north of N. Stanislaus Street. A natural gas
line extends from the west(N. American Street) via a 2-inch plastic line, to the east(N. Grant Street), and
then to the north via a 4-Indo line. The 2-inch plastic gas lines are approximately 50 psi (low pressure),
according to a PG&E representative. A note on the map seemed to indicate that the State Hospital
grounds were cut from the PG&E system in 1934. Also of note on the map is the indication of the
"Stockton Gas Field,"on the southwestern corner of Sacramento and Oak Streets(approximately 400 feet
southeast of the site), having been abandoned in "'91,"the assumption being either 1891 or 1991.
. Condor spoke with Mr. Mike Cummings of the California Department of Conservation, Division of Oil,
Gas, and Geothennal Resources (DOGGR), District 5. He referred Condor to on-line Gas Field Maps that
were reviewed to ascertain whether gas wells are in the vicinity of the site. According to the map, no
active gas wells are located within the area. Plugged and abandoned gas wells are located as follows: one
plugged and abandoned gas well along the site's eastern boundary(State Hospital 91), three plugged and
abandoned gas wells approximately 800 feet southeast of the site on the northwestern corner of
Sacramento and Fremont Streets (Chevron U.S.A., Inc. `Stockton' 41, 42, and #3), and one plugged and
abandoned gas well approximately 500 feet west of the site on Flora Street(PG&E#10).
4M
,.
