134 South Sutter
Page 2
Petroleum Underground Storage Tank Cleanup Fund
The Cleanup Fund has developed regulations which includes definitions. In order for a
tank owner to be eligible for reimbursement there must have been an unauthorized
release and corrective action which proceeds under PHS/EHD oral or written directives.
An unauthorized release means any reportable release of petroleum from an
underground storage tank. The Notice of Reimbursement and correspondence which
was sent to you on April 19, 1994 served as a directive to perform further investigation.
Documented Nearby Contamination
The Human Services budding, 145 North San Joaquin, has an ongoing investigation of
contamination detected during the removal and over excavation of several underground
storage tanks. Two monitoring wells, MW7 and MW8, were installed in the vicinity of
the two areas which the City owns. Monitoring well, MW7 is located approximately 100
feet west of the former oil -water sump and MW8 is located approximately 25 feet west
of the former tank #4. No sod samples were collected for laboratory analysis during the
installation of these wells, because the locations were of considerable distance from the
former tanks they were installed to investigate. Groundwater samples collected from
MW7 and MW8 have indicated groundwater contamination intermittently.
Required investigation
At minimum one soil boring will have to be installed in the area of former tank #4 to
confirm that the contamination evidenced has been adequately remediated. Please
submit by September 15, 1994 a work plan to perform the necessary investigation. Also
Please submit disposal documentation for the contaminated soil removed.
If you have any questions, please contact Mary Meays at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS D ane knson.
