Box 388 <br /> Stockton, CA 95201-0388 <br /> MARKET STREET PARKING GARAGE - UNDERGROUND TANKS <br /> This is in reference to your letter and "Notice of Reimbursement" <br /> to Mr. Dwane Milnes, City Manager, dated April 19, 1994 . This <br /> letter notifies the City that the San Joaquin County Public <br /> Health Services/Environmental Health Division (PHS/EHD) reviewed <br /> the underground tank reports generated by J. H. Klienfelder and <br /> the City during the construction of the parking garage in 1988 . <br /> Your staff, based on these reports, determined that additional <br /> investigation is needed and recommended that the site be placed <br /> into the Local Oversight Program. This program recommends that <br /> the City generate a work plan which would investigate the <br /> residual soil contamination documented in the area of the former <br /> waste oil/water separator sump and underground tank number 4 . <br /> J. H. Klienfelder (JHK) was contacted and asked to review and <br /> address the issues raised in your letter. Attached for your <br /> review is their June 1, 1994, report which responded to each <br /> concern in your letter. We particularity note that the PHS/EHD <br /> was fully aware of all JHK's activities at the site and was <br /> actively involved in the sampling and oversite activities that <br /> took place in early 1989. <br /> The City feels the information and discussion in JHK's report <br /> precludes the necessity of including the location into your Local <br /> Oversite Program. Soil samples and analytical results indicate <br /> that constituents were below laboratory reporting limits. As a <br /> result of the visual observations at the site and analytical <br /> results, JHK did not recommend additional assessment or <br /> remediation at the site. As a practical matter, it is unlikely <br /> that the low concentration (0. 34 mg/kg xylenes) without <br /> supporting data (other BTE detects) would qualify the location <br /> for cleanup funding from the State Underground Tank Fund. <br /> "STOCKTON...CALIFORNIA'S SUNRISE SEAPORT" <br />
