Claimant has not demonstrated that the tanks allegedly filled with sand in 1960 are
currently at the site. Could have been removed any time after 1960.
2. No documentation that the 1960 tanks were connected to the Chevron dispenser island
shown in photograph. Also generic permit document doesn't identify tanks as
belonging to Chevron.
3. Contaminant concentrations are extremely high. Gasoline contamination release prior
to 1960 would have degraded and would not be this high.
4. Gasoline contamination low.in shallow soil and groundwater and increases significantly
with depth. This indicates that the groundwater contamination is associated with some
other upgradient source or part of a regional groundwater problem.
5. Very high concentrations of gasoline were found in borings installed upgradient from
the dispenser and downgradient from the alleged location of the Standard Oil tanks and
dispensers. Backup documentation to support the alleged location of the Standard Oil
tanks and dispensers has not been provided. This indicates that the groundwater
contamination is associated with the ineligible Standard Oil tanks, some other
upgradient source or part of a regional groundwater problem.
California En i-ironmental Protection Agenc,v
;rte.} Rec i c%d Pbper
