Box 2122 <br /> Los Angeles , CA 90051 <br /> MOBIL OIL CORPORATION SITE MITIGATIONS, TRACY, CITRUS HEIGHTS, SACRAMENTO, AND <br /> TURLOCK <br /> On 23 September 1986, Laurie Cotulla of the San Joaquin County Environmental <br /> Health District and I met with your representatives , Craig Galloway , <br /> Wayne Bennett, and your consultant,, Mardo Kaprealian, to discuss gasoline contam- <br /> ination of soil and shallow ground water at the Mobil Oil site in Tracy, <br /> California. It was determined at the time that the station could be made opera- <br /> tional were conditions met to both identify the aerial extent of contamination <br /> and, subsequently, to prepare a remedial action plan that addresses adequate <br /> mitigation of the contaminated soil and ground water. Mr. Galloway and <br /> Mr. Bennett agreed that with Mr. Kaprealian would supply the County and this Board <br /> with a proposal to sample and analyze sail and ground water in the area for our <br /> approval and subsequently to develop the plan. <br /> Citrus Heights - Sacramento County <br /> Following the above meeting, Mr. Galloway asked me to review your proposed action <br /> pian for Mobil ' s Citrus Heights station. On 24 September, I contacted <br /> Gerri Silva, of the Sacramento County Environmental Health Department, to discuss <br /> the plan. We concur with the County that they have the primary authority for soil <br /> cleanup at the site. The County has requested that you submit a plan for monitor- <br /> ing gasoline in soil at the site <br /> Sacramento (Freeport Blvd) <br /> I have reviewed the plan submitted by you , on 20 September 1986, for mitigating <br /> soil and ground water contamination at the station at 5600 Freeport Boulevard. <br /> Although I do not disagree that your consultant may have determined the extent of <br /> contamination, the plan is not sufficient for us to determine that the site is <br /> "clean".
