Box 127 <br /> Richmond, California 94807 ,_ <br /> Re: Proposal for Remediation Services <br /> Mobil Service Station #10-NP4 <br /> 2375 Tracy Boulevard <br /> Tracy, California <br /> Dear Mr. Pao: <br /> Hart Crowser is pleased to present this proposal (Attachment <br /> A - Technical Proposal) for remediation services at the <br /> Mobil Service Station #10-NP4 in Tracy, California. <br /> Available data suggest that an unauthorized petroleum <br /> hydrocarbon release has occurred at the Tracy Mobil <br /> Station. Gasoline constituents, including benzene, toluene, <br /> and xylenes, have been reported in site monitoring wells at <br /> concentrations in excess of State of California regulated <br /> limits. In such cases, the San Joaquin County Local Health <br /> District (LHD) typically requests that the property owner, <br /> Mobil, submit a plan for remediation of the site. The <br /> purpose of our investigation is to assist Mobil in preparing <br /> and executing this plan. <br /> Our site remediation proposal consists of a time-phased <br /> program designed to acquire additional data needed to <br /> characterize physical and chemical conditions at the site, <br /> develop appropriate cost effective remedial measures, and <br /> effect remediation of the property. Details of our scope of <br /> work are contained in the attached technical proposal which <br /> also contains our cost estimate and project schedule. A <br /> detailed breakdown of costs for our remediation services is <br /> presented in Attachment B. <br /> We have included for your information, a description and <br /> cost estimate for installation and operation of `a typical <br /> groundwater treatment system. This system design was <br /> developed based on simplifying assumptions about conditions <br /> at the site. Actual conditions may vary from those <br />
