Equally important, we <br /> have a great deal of experience in regulatory strategy and <br /> negotiation, including the strategy which we are proposing <br /> for this project. <br /> our proposed remedial measures are relatively non-intrusive <br /> with few above-ground appurtenances remaining on the site. <br /> This should allow normal operations at the station to <br /> continue without interruption. <br /> We propose to conduct site characterization activities on a <br /> lump sum basis. If site conditions are found to be <br /> essentially as we assumed in preparing the preliminary <br /> remedial system design, then we propose to install, operate, <br /> and maintain the proposed system on a lump sum basis as <br /> noted in our technical proposal. However, if site <br /> conditions are different, particularly if the off-site <br /> extent of contamination is greater than anticipated or <br /> additional off-site sources of contamination are identified, <br /> then actual costs may vary. Hart Crowser will initiate <br /> discussions with Mobil to identify these costs at the <br /> conclusion of the site characterization activities. <br /> Because of the difficulty in estimating the amount of soil <br /> to be excavated and disposed of, if any, as well as the <br /> extent of regulatory interaction required for obtaining <br /> approval of a remediation plan, we propose to perform these <br /> services on a time and expense basis. <br /> These methods of compensation provide flexibility in <br /> estimating budgetary requirements for this project while <br /> providing a low risk, cost-effective solution for Mobil. <br />
