Robert McClellon,R.E.H.S. <br /> Program Manager Fax: (209)464-0138 Mark Barcellos,R.E.H.S. <br /> R GOULD & SON AUG 11 2004 <br /> C/O BILL SNYDER <br /> 436 N CENTRAL AVE <br /> STOCKTON CA 95204 <br /> RE: Lopez Property SITE CODE: 0001525 <br /> 1601 Turnpike <br /> Stockton, CA <br /> San Joaquin County Environmental Health Department received your letter on <br /> March 5, 2004, concerning the contamination at the above referenced site that is <br /> the result of an unauthorized release from the former underground storage tank <br /> (UST) that was removed in October 1987. <br /> In August 2003, a consultant working for a prospective purchaser of the property <br /> performed a site investigation and found vertical pipe brackets on the building. <br /> that were suspected to have held piping from the UST and using measurements <br /> on a map prepared for the UST removal in 1987 determined the location of the <br /> former UST. Soil and groundwater sample results from the samples collected in <br /> that location, as well as observations of stained soil and hydrocarbon odor during <br /> collection of the samples confirmed contamination. The consultant also found <br /> the location where the samples were collected in June 1996 and determined that <br /> they were collected 10 to 15 feet east of where they should have been collected. <br /> A copy of their letter explaining this is enclosed. <br /> Please note that the letter provided to the responsible parties on May 27, 1997, <br /> states that "with the provision that the information provided to this agency was <br /> accurate and representative of site conditions, no further action related to the <br /> underground tank release is required" (copNnclosed). Since the information <br /> was not representative of site conditions because the sample collected in June <br /> 1996 was not collected from where the UST was really located, further <br /> investigation is now required. <br /> EHD provides notification to all responsible parties by Underground Storage <br /> Tank Regulations definition (copy enclosed) that further site investigation is <br /> required. It is up to the responsible parties to have the appropriately licensed <br /> professional conduct the investigation. <br /> I <br />
