Mabel Keir
Page 2
EHD does not believe that this work plan adequately assesses the lateral and vertical
contamination at this site for the following reasons. On August 20, 2003, Advanced
GeoEnviromnental, Inc. (AGE) advanced a soil boring adjacent to the former UST/dispenser
area to a depth of 30 feet bsg and collected a grab groundwater sample at total depth.
Analytical results indicate that high concentrations of petroleum hydrocarbons were found in
the soil sample collected at 25 feet bsg, and in the groundwater samples collected at
approximately 30 feet bsg. To advance a boring to approximately 20 feet bsg at the former
UST site will not provide additional soil and groundwater information.
Please resubmit a work plan that will assess the lateral and vertical contamination of soil and
groundwater at this site. Include a map showing the locations for proposed borings in
relationship to the former UST site. At least one soil boring should be continuously cored to
characterize the soil lithology; and add 1,2-dichloroethane (1,2-DCA) and 1,2-dibromoethane
(EDB)to the analyte list. Please ensure the reporting limits for 1,2-DCA and EDB are at
least 0.5 micrograms per liter(µg/L) in groundwater, if possible.
A site-specific health and safety plan(HASP)must be submitted to EHD prior to
commencement of the fieldwork. This HASP must be available on site during the, field
activities. Also, follow the San Joaquin County Public Health Services Environmental
Health Division Well Standards when grouting soil borings.
Please submit the revised work plan to EHD by August 16, 2004. If you have any questions
regarding this letter, please contact Vicki McCartney at (209) 468-3456 or by electronic mail
at vmccartney@sjcehd.com.
Donna Heran,REHS, Director
Environmental Health Department i ^
Victoria McCartney,RE Margaret Lagorio, REHS
LOP/SiteMitigation Unit IV Supervisor/LOP/SiteMitigation Unit IV
cc: Kathy L.
