.12'05/2007 17:013 FAX 209 8421
i)07
k" KLEIN FELDER
A'TTACRMENT A
SCOPE OF WORT{
Proposal[Workplan
Limited Soil Assessment
Former Underground Storage Tank Site
Lopez Property
1601 Turnpike
Stockton,California
]INTRODUCTION
K]oinfclder is pleased to present this ProposaUVA'orxplan to Ms. Duncan Keir. This
ProposaMorkplan was developed based upon our current understanding of site conditions and
-------— --carrespundzIekder—isommittedrbi2ilg"quah service o our c len ,
commensurate with their wants, needs and desired level of risk. If a portion of this proposal does
not meet your needs, or if those needs have changed, Kleinfelder will consider appropriate
modifications subject to the standards of care to which we adhere as professionals.
Modifications such as changes in scope, methodology, scheduling, and contract terms may result
in changes to the risks assumed by you our client as well as adjustments to our fees.
BACKGROUND
Kleinfelder was contacted to present a cost estimate to assess the subsurface soils located at 1601
Turnpike Road, Stockton California The subject property had previously been owned or
operated by Harbor Signs. According to an BBD inspection report filed October 16, 1987 a
1,000-gallon leaded fuel underground storage tank (UST) was removed. on October 14, 1987
under San Joaquin County Health Department permit and inspection. The tank appeared intact,
,and soil samples were collected on October 16, 1987 due to equipment inadequacies. The soil at
15 feet reportedly had a strong petroleum product odor. The soil samples collected beneath the
tank were analyzed and had non-detect levels of petroleum constituents (BTEX, ethyldibromide,
TPH-4,TPH-D, TPH-K, and TPH-MO).
The soil beneath the LIST was resampled on June 20, 1996, to eonfuxn the results previously
obtained- One sample was obtained at a depth of 16 feet below ground surface(bgs). The soil
was sampled for TPH-G, BTS, and MTBE. The sampled contained non-detect values of all
constituents. Based upon review of the QA/QC data accompanying the analytical reports, BHD
determined that additional investigation was necessary.
On October 17, 2063 the EHD issuers a letter of"Official notiftceion" that the abor-e site has
betr assigned to the Local Oversight Program "for oversight of assessment and clean up
activities at contaminated underground storage tanks sites." EHT) requested a workplan to
investigate the lateral and vertical extent of crniramination at the above site.
C)a:nmoer 5.OU3
p?ppIPRQP.ETiV1ST0iF9-a3 Page 1 0;u
;20°iC1e(c:elder,1M.
