J 0 •
Lopez Property Page 2
1601 Turnpike Road June 29, 2011
Stockton, California 95206
(2) Feasibility Study Report (FSR)
AGE presents a omparison of groundwater and soil remedial methods to determine
the most cost-e ective remedial method to mitigate the petroleum hydrocarbon
contaminants at t iis site.
• Soil remedial methods evaluated included ex-situ (excavation) and soil vapor
extraction:(SVE);
• Groundwater remedial methods evaluated included groundwater extraction
(GWE) an in-situ chemical oxidation through ozone injection.
(3) Final Remediation Plan (FRP)
Based on the results from the studies listed above, AGE proposes to conduct an in-situ
ozone sparging ( OS) pilot study and install and operate an SVE remedial system at
this site. The proposed remediation systems will include the installation of four SVE —
wells, VW-1 though VW-4, screened between 5 and 20 feet bsg; six shallow IOS wells, -F
OW-1 through OW-6, screened between 30 and 32 feet bsg; and six intermediate
water-bearing zone IOS wells, OW-7 through OW-12, screened between 60 and 65
feet bsg at locati ns illustrated on Figure 13 of the CAP. During advancement of the
soil borings, AGE proposes to collect soil samples continuously from surface to total ----
depth for lithologic evaluation and select soil samples will be analyzed for TPH-g;
benzene, toluene ethylbenzene, and total xylenes (BTEX); methyl tertiary-butyl ether
(MTBE), ethyl tertiary-butyl ether (ETBE), tertiary amyl methyl ether (TAME), di-
isopropyl ether ( IPE), tertiary butyl alcohol (TBA), 1,2-dichloroethane (1,2-DCA), 1,2-
dibromoethane (EDB) and total lead.
AGE proposes to operate the SVE system using SVE wells VW-1 through VW-4 and
monitoring well MWA. During the first week of operation of the SVE system, AGE
proposes to collect influent and effluent vapor samples daily and analyze the vapor
samples for TPH g, BTEX, and MTBE. Following the first week, AGE proposes to
collect vapor samples monthly for chemical analysis while continuing to monitor the
SVE system weekly.
AGE proposes to operate the IOS pilot test for six months. During the first month of
operation, AGE proposes to monitor the ozone system weekly, which includes
collection of groundwater samples for chemical analysis and identification of harmful
byproducts generated by ozone injection. If detected, AGE proposes to terminate the
pilot test and monitor wells until concentrations of chemicals of concern return to
background cond tions.
The EHD approves the proposed installation and operation of the SVE system and the IOS
pilot test, pending approval from the California Regional Water Quality Control Board Central
Valley Region of NOtiGE of Intent to comply with the terms of General Waste Discharge
Requirements, and the Iv onitoring and Reporting Program No. R5-2008-0149-010.
