Thank you for submitting the additional compliance paperwork on 5/21/2020. 1 was able to close some of the violations <br /> pertaining to the missing manifests. However, the information you submitted does not provide the requested hazardous <br /> waste categories/determinations for specific types of wastes noted in the inspection report and in this email.The <br /> information also does not provide specific corrections to the training issues detailed in the report and in this email. <br /> Due to the amount of time the Dollar General stores have remained out of compliance, each facility has been issued a <br /> billable letter for non-compliance, which are attached. <br /> Please provide the information requested below in order to correct the remaining outstanding violations. <br /> Dollar General#13357: <br /> 1. Violation 103—Submit documentation that demonstrates to employees which hazardous waste category(i.e. <br /> Toxic, Flammable, Alkaline,Acid, Oxidizer, etc.)the following wastes belong to: <br /> a. A True Living Citro Candle <br /> b. A DG Home Tropical Nector Fragranced Candle <br /> c. A Glade Candle <br /> d. A True Living Paradise Orchid Candle <br /> e. Two wax candles of unknown brands <br /> f. A bottle of Stainmaster carpet pet stain remover <br /> g. A bottle of Sewing Patch Craft & Repair Liquid Adhesive <br /> 2. Violation 106— <br /> a. Submit a corrective action statement that specifically addresses each of the following <br /> issues/discrepancies observed at the time of inspection: <br /> i. An open tote labeled for Smoking Cessation waste items, as indicated on the DG HW guidance <br /> poster,was found in the HW storage area containing an open box of TNT Pop-Its Snappers.The <br /> scanner stated these snappers are to be placed in a Flammable HW tote. According to Tony <br /> Yang, Store Manager,the snappers were a vendor item that would be sent back to the vendor <br /> for credit to the facility. <br /> ii. When asked how damaged or expired smoking cessation items, such as nicotine gum, are <br /> managed,Tony stated these items are placed in the open Smoking Cessation tote until they are <br /> scanned, at which point they are then placed in one of the other HW totes (e.g. Flammable, <br /> Oxidizer, Alkaline,Acid,Toxic, Universal).Tony did not seem to know that the Smoking Cessation <br /> tote is meant to store any waste smoking cessation items generated by the facility, nor to place <br /> a ticket in DG's Respond system once the tote approaches two pounds worth of smoking <br /> cessation items inside, as stated in the Dollar General Environmental Compliance Training <br /> Program. <br /> b. Submit proof of completion of 2019 California Environmental Compliance for Sales Associates training <br /> for Adriana Beeler. <br /> 3. Violation 405—Submit a corrective action statement describing specifically how the incompatible waste <br /> storage, listed below, has been changed to correct the violation. <br /> a. The following wastes were found in a tote containing Acid Hazardous Waste, despite their ingredients <br /> indicating the wastes belonged in a different hazardous waste category: <br /> i. Several Garnier Nutrisse Hair Color kits, each with <br /> 1. a container of colorant (with ingredient ammonium hydroxide—an Alkaline, per Dollar <br /> General Haz Waste guidance poster), <br /> 2. a container of developer(with ingredient hydrogen peroxide-an Oxidizer, per Dollar <br /> General Haz Waste guidance poster, <br /> 3. a container of fruit oil concentrate (with oils and fragrance—Flammable, per Dollar <br /> General Haz Waste guidance poster), and <br /> 2 <br />
